The Role:
Our leading client is currently seeking a Contract Administrator - Advisor based in Qatar until October 2015.

To provide guidance to the Flow Assurance Project (FAP) Business Function to achieve FAP goals related to Engineering, Procurement and Construction (EPC) bid evaluations, contract award and contract administration.

• Assist the FAP PMT in evaluation of bids.
• Responsible for providing contractual and commercial guidance for revising invitation to bid package. Recommend appropriate amendments to all sections of formal bid packages to ensure clarity or requirements from Legal, Commercial and Technical view point.
• Provide high quality advice on all post-award contractual matters and contract administration strategies and tactics, invoice verification, cost allocation and payment.
• Coordinate project change control system. Review and endorse all Project Management of Change Requests, and contractor change orders/ variation requests. Ensure the change is in compliance with the FAP Managment of Change Procedure and within the budget available.
• Prepare and administer work requests for shareholders ad-hoc manpower for FAP.
• Prepare letters, notices and claims under Contracts in accordance with the requirements.
• Liaise with legal and insurance department for vetting, and action claims.
• Responsible for centralized preparation of Minor Works Order Contracts for procurement of works/Services required by FAP within departmental Financial Authority limit, in accordance with Corporate Procurement Manual.
• Participates in gathering and recording Lessons Learned for the project that relate to contracting.

Essential Skills / Qualifications:
• Degree from a recognized University or College with engineering or accounting knowledge.
• Good written and verbal communication skills.
• Minimum 10 Years post-qualification experience in Contracts, Business Controls & Budget Administration.
• Good experience in dealing with consultants, contractors, vendors and suppliers particularly pertaining to financial issues in oil and gas, petrochemical or LNG plants.
• Strong Computer skills and experience with Microsoft Office.
