The Company:
Our client is a Multinational Chemical company which will construct, own and operate a world-scale integrated chemicals complex in Saudi Arabia. Once completed, the complex will represent the largest petrochemical facility ever built in a single phase. Our client will establish a world-scale manufacturing footprint that delivers a full range of value-added, performance products destined for the emerging markets of Asia Pacific, the Middle East, Eastern Europe and Africa.

The Role:
Under the Contract Review and Cost Compliance supervision the incumbent, assists in minimizing financial risk to the company by reviewing and validating contracts. Employee involvement includes, but is not limited to, participation in the procurement and contracting actions, claim settlement and invoice review.

Role and Responsibilities
Role: Contract Review and Cost Compliance Accountant
1. Active participation in bid evaluations and participation in Bid Opening and Control
2. Performs Functional Review on all Contracts
3. Review change orders and percentage limit
4. Controls the negotiations of Sole source contract actions, amendments.
5. Controls and coordinates procurement activities and execute compliance reviews of authorized expenditure limits (AEL) and short form and medium form contract activities including exception reporting, analysis and resolution
6. Provides advisory services to stakeholders on procurement actions on an as requested and/or taskforce basis as requested.
7. Performs analytical studies of complex contracts and recommends solutions to management including matters not covered by standard practice or precedent
8. Identifies major problems, defines alternatives and selects/recommends actions to produce optimum financial and contract execution efficiencies and results
9. Resolve and report financial problems on a timely basis. Has responsibility to recommend withholding contract payments for severe contract infractions that cannot be resolved
10. Participate on claim review panels and contract dispute resolution teams
11. Review and validate invoices to ensure completeness and compliance against contractual agreements for unit rates, reimbursable contracts and headcounts.
12. Develop and publish Contract Review and Cost Compliancel Manual, includes guidelines, policies, and procedures

Essential Skills / Qualifications:
Education, Qualification & Experience
• Bachelor degree in Finance/Accounting.
• Minimum 5 years of experience in Auditing and/or experience in contract compliance and contract evaluation is required
• Experience with SAP
• Knowledge of MS Office
