The Role:
Principal accountabilities

• To ensure purchase orders placed reflect the project requirements both in terms of technical detail and delivery schedule. Ensure compliance with the BSP Manual of Authorities.
• To develop detailed knowledge of the equipment packages category demonstrating an active role in the Regional network.
• To contribute to a co-operative working environment within the technical buying section, between SCM and the project teams.
• To provide input into the Procurement Plan and be accountable for updating & maintaining own portfolio in SAP and Omnicom.
• To facilitate and organise, tendering, bid receipt, pre-award/bid clarification meetings with Equipment Suppliers.
• To obtain lowest possible cost through negotiations, competitive bidding, leveraging on ECS & GFAs, market and vendor knowledge. Accurately analyse and evaluate quotations from vendors. Aggressively seek and recommend cost saving opportunities based upon substitutions, standardisation, and appropriate commercial structure.
• Select Suppliers from the approved vendor list and assist new entrants in vendor approval process.
• To expedite Supplier documentation in line with RED Milestones, in liaison with Document Control and Project Engineer/Project material Coordinator (PMC).
• To review, assess and act on Supplier Progress Reports in respect of packages.
• To review, discuss and establish all possible measures, with relevant parties, to recover delays back to the original PO contractual delivery date(s), or minimise delays based on best possible priority schedules to be agreed with the Project Engineer.
• To expedite Supplier, PMC and Project Engineer on all outstanding action points / queries.
• To execute field expediting visits as appropriate.
• To monitor timely Supplier inspection invitations, in conjunction with the Project Quality Engineer and Inspection representative, based on approved Inspection Test Plans (ITP).
• To prepare and co-ordinate all relevant transport and shipping activities, including placing of Transport Orders to Forwarders for heavy lift and oversize packages.
• To ensure all import / export requirements are correctly addressed in the purchase order.
• To manage any complications arising from importation / exportation in accordance with the delivery schedule of the project.
• Communicate and work closely with Project Engineer , PMC & Equipment Package Expeditor to co-ordinate delivery schedules, provide order information, schedule meeting and independently resolve invoice discrepancies
• Produce and use SAP generated reports to manage and monitor cost and expediting activity.
• Prepare weekly exception report for Section Lead.
• To keep the Project Engineer and responsible project members aware of problems external and internal with regards to vendors and purchase orders.
• To update SAP lead times for own portfolio with latest market information.
• Ensure that the tendering process is auditable and conforms to Group Business Principles, BSP business plans, standards, policies and procedures.
• Ensure that best practice, new developments, ideas and changing market conditions are accurately reflected in contracting & procurement strategies, tenders and contracts/orders.
• Ensure compliance with US Export Controls and relevant Competition Law.
• Ensure implementation and adherence to the BSP HSE management system.

Main Contacts Internal: SCM workstreams, Engineering, Major Projects, Legal, Finance, HSE, Assets.
External: A wide range of international and local vendors, ECS, CP Projects, UI A CP.


Qualifications
Required Tertiary graduate in engineering, business studies or quantity surveying, or equivalent qualifications or minimum 8 years relevant working experience, preferably in engineering project related activities in the oil & gas industry.
Proficiency in SAP R3 and Omnicom

Preferred CIPS certification, and competent with MS Office i.e. Word / Excel / Power Point

Competence Required
Experience • Sound knowledge of Supply Chain activities.
• An understanding of legal principles and commercial/contract awareness of industry contracting practices.
• Awareness or knowledge of supply chain methodologies, processes and procedures
• Demonstrated commitment to HSE
• Enterprise First mindset and behaviours.
• Understanding of project equipment/packages requirements.
• Demonstrated ability to work in a multicultural environment
• Ability to manage internal stakeholders
• Experience in pre and post contract development and management.
• Operate with minimal guidance and supervision.

• Good communication skills; able to work and communicate with staff from a wide range of technical backgrounds and management levels.
