The Company:
My Client is a major Oil and Gas Operator which operates in 25 countries.

The Role:
Working on a 28/28 rotation assignment in Aksai, Kazakhstan, the job holder will be responsible for tendering, contracting and post-award contract management for Well Engineering Operations in KPO, optimising safety management, control and value creation through the provision of an effective and timely procurement service.

Key Accountabilities:

-Formulate effective contracting strategy within Well Engineering Operations.
-Source capital services and equipment to support Well Engineering Operations.
-Compile Invitation to Tender packages in collaboration with Well Engineering Operations Technical Engineers.
-Conduct tender, commercial evaluation, negotiation and award of services in accordance with KPO procedures.
-Ensure compliance with Final Production Sharing Agreement, KPO and JOC Tendering Procedures.
-Negotiate and draft service contracts and liaise with C&P and related KPO functions to conclude contract execution.
-Prepare and present recommended tendering activities and contract awards to the KPO Joint Procurement Committee (JPC).
-Compile JPC Submissions for Contracts Section Head review and approval.
-Post-award contract administration and management reporting on contract term, expenditure and amendments.
-Ensure effective post award Contractor Performance Management
-Lead Service Contractor liaison and management to ensure compliance with contractual requirements
-Mentor the development of RoK national staff.
-Deputise for Contracts Section Head if operational circumstances dictate.

Essential Skills / Qualifications:
Educated to first degree level, or equivalent, in a relevant discipline.
Proven mastery in C&P disciplines within the oil and gas industry.
Full understanding of C&P tools and techniques, and all the relevant regulatory and legislative requirements.
Understanding of the practical contracting issues associated with remote Drilling Operations, Well Engineering services e.g Terms and Conditions. Payment Structures/ Schedules. Dispute Resolution and Amendment Tracking.
Ability to effectively communicate and interface with multi-disciplined teams within KPO and external stakeholders (e.g. well engineering personnel, other departments, management and Contractor representatives).
Proven track record in contractual negotiation, drafting, delivery and management of capital well engineering contracts and associated logistics support in an international environment.
Ability to work on challenging project/ tendering schedules and prioritise contracting requirements.
