The Role:
Execute Contracting and Procurement activities in support of the Project
Develop contracts and execute contract management.
Use Shell’s global frame agreements if available and existing site contracts.
Include in the contract strategies the business and HSSE considerations, including market capacity and capability, risk exposure and the overall project schedule.
Ensure business ethics are maintained to the highest level in accordance with the Business Principles, Code of Conduct and Anti Bribery and Corruption rules.

Assist Contract Holders to implement the approved contracting strategy for assigned contracts/purchase orders and long lead purchase orders. Execute the procurement process from initiation through to the preparation of Pre-Qualification packages, Invitation to Tender/supply Packages, managing the tender process as well as the technical and commercial evaluations, negotiations and preparing Tender Board submissions, obtain Project approvals and award purchase orders. Monitor performance of vendors and impact on schedule.
Maintain and archive purchase order files including Tender Board and Project submissions, signed orders, requisitions, correspondence and other relevant documentation.
Ensure that all the entire acquisition spend is recorded in an auditable fashion. Assist Projects Services in monitoring the spend and overall contract ceiling.
Keep sound working relationships with contractors and ensure that the project Business Principles are adhered to.

Keep close working relationships with the site contracting department to ensure alignment and leverage is applied.
Maintain vendors and contractors lists and report on monthly basis.
Prepare contract amendments and addendum to purchase orders as part of contract management.
Timely sourcing, expediting and scheduled delivery of (long lead) items and project materials
Act as process custodian for Purchase to Pay process.
Act in SAP (Purchase Orders, Vendor requests).

Essential Skills / Qualifications:
Education at HBO level
A minimum experience of 4 years in a Procurement function.
Knowledge of the commercial processes for procurement, including interpretation of the commercial terminology and clauses used in the General Conditions for Purchase of Goods and Services.
Knowledge of purchasing-related systems, including SAP

Desirable Skills / Qualifications:
Pro-active style with ability to question and challenge others where technical specifications are not clear.
Knowledge of the supply market and potential suppliers, or where commercial benefits can be obtained.
Commercial mindset
Good relationship skills
