The Company:
For an oil and gas project and a Operator, we are looking for a Contracts Engineer and Administration for Civil Works and Geotechnics disciplines

The Role:
To be in charge of establishing and administrating contracts in direct liaison with the concerned Project Engineer or Package Manager for respectively:
- New contracts in the field of civil works and geotechnics
- Existing monitoring and engineering geotechnics contracts.

Each of these packages contains various contracts of diverse amounts (from few thousands to millions Euros) and complexity. The position may require handling additional contracts during the development of the Project, as per requests from the hierarchy.

The Contracts Engineer shall be able to handle in duet with Project Engineers call for tenders processes from prequalification to contract award.

The service will include and shall not be limited to :
• Liaising continuously with the Package team and notably the Project Engineer in charge ; work under the guidance and instructions of the Package Manager under the supervision and with the support of the Project Contracts Manager ;
• Performing call for tenders and administrating the contracts she/he is in charge of, in accordance with Operator rules and international practice;
• Liaising with other departments (notably Legal) for specific issues.
• Being proactive towards the Project team to identify and mitigate the risk of claim and change orders;
• Proposing contractual solutions (incentive/penalties schemes, payment schemes, negotiations,...) to improve the contractual performance of the Contractors;
• Management of variations: maintaining logs of change orders requests and identified variations, anticipate and take all necessary measures to prevent variations to contracts; evaluate change orders requests, claims and propose recommended answers to the contractors;
• Participating in meetings and be responsible for the minutes: Clarifications meetings with Tenderers, Progress meetings with Contractor(s), internal coordination meetings, change orders meetings;
• Performing reporting tasks: Project Contracts Status Report daily update, Project Weekly & Monthly reports input for contracts, ad-hoc reporting at Management request;

Complimentary tasks will include and shall not be limited to:
• Producing Change Orders and Amendments to the contracts, reviewing and/or draft the Change Order Instructions from Operator;
• Reviewing & analyzing various claims, requests for changes and variations to the contract; providing effective and efficient advice to the Project team about their validity;
• Reviewing Contractors correspondence with respect to contractual impact. Prepare recommended responses. Initiate, draft and/or review correspondence to Contractors;
• Maintaining various logs of claims, change orders requests and identified variations;
Identifying and mitigating the risk of claim and change orders;
• Bringing support to other Operator department during corporate or partners audits: providing contract documentation, draft answers to auditors questions and participating to audit meetings

Essential Skills / Qualifications:
Contracts Engineer experience is mandatory.

• Some experience in Civil Work Engineering would be highly valuated.
• Some good Contract Administration experience including claim and variation management.
• Shall be familiar with the philosophy of lump sum, reimbursable, target price types of contracts.
• Work under pressure and short schedules.
• Rigorous / organized / excellent written and oral communication skills
• Together with a pro-active attitude the contractor must be able to work in a multicultural environment
• Fluent in English and Italian (speaking and writing).
• Capable of independently negotiating complex contractual issues / able to influence and persuade
• Communicative person / team player which shows interest to the operational side of the work. Pragmatic and keen to report problems to management (priorities, blocking points...)

Desirable Skills / Qualifications:
CERTIFICATIONS TO BE PROVIDED BEFORE STARTING THE SERVICE: mandatory training as required per Italian Law (artt. 36 e 37 D.Lgs. n. 81/2008 and “accordo Stato-Regioni” dated 21.12.2011)
