The Company:
Our client is a Multinational Chemical company which will construct, own and operate a world-scale integrated chemicals complex in Saudi Arabia. Once completed, the complex will represent the largest petrochemical facility ever built in a single phase. Our client will establish a world-scale manufacturing footprint that delivers a full range of value-added, performance products destined for the emerging markets of Asia Pacific, the Middle East, Eastern Europe and Africa.

The Role:
The Contract Review & Cost Compliance Dept (CRCCD) is delegated the primary authority for the Finance functional review of the clients contracts. CRCCD assists in minimizing financial risk to the company and providing value-added advisory, financial and support services to satisfy its customers' requirements. CRCCDs involvement includes, but is not limited to, participation in the procurement and contracting actions, claim settlement and cost compliance/review; and providing highly skilled staff to project management teams, joint ventures, and operating organizations.

Key responsibilities:
* Lead and develop the CRCCD finance organization.
* Oversee and take responsibility for the daily CRCCD finance activities.
* Manage a team of 8-10 staff including Document Controllers and Analysts taking responsibility for HR aspects.
* Resolve and report financial problems on a timely basis and recommend withholding contract payments for severe contract infractions that cannot be resolved.
* Provide support to ensure the integrity of internal controls over the CRCCD process and all finance functions.
* Identify opportunities to enhance CRCCD procedures and controls.
Other responsibilities:
* Owner of the CRCCD finance work process.
* Provide and maintain documentation of the CRCCD operating and reporting guidelines.
* Maintain a good understanding of all aspects of commercial contracting actions.
* Provide a focal point for all cross functional/company CRCCD activities.
* Provide support, reporting and consultation to management on CRCCD related matters.
* Appraisal and development of CRCCD team staff.

Essential Skills / Qualifications:
* Bachelor degree in Finance, Accounting or related academic discipline.
* Master in Business Administration is preferred.
* Recognized financial or cost accounting qualification (or equivalent) is strongly preferred.

* Experience in Finance (preferably in an audit environment) or Commercial Contracting.
* Experience in SAP is preferred.
