The Company:
Our client offers a comprehensive range of services to firms and organisations working in the oil field, petrochemical and industrial sectors in KSA and beyond. Their current services include but are not limited to engineering, procurement, construction and maintenance. They have recently been selected as engineering, procurement, construction and commissioning contractor for Saudi Aramco's strategic pipeline projects related to the Master Gas Program and the Fadhili Gas Program

The Role:
*Experience in the development of project controls cost estimating and cost control, budget development and reporting, record/document control
*Experience with quality assurance (QA) and quality control (QC) regarding contract documents desired
*Experience in pipeline construction
*Experience with process development, review, and continuous improvement
*Utility industry experience Certification such as one of the following or related:
a) Project Management Professional (PMP) b) Program Management Professional (PgMP) c) Certified Cost Engineer (CCE)
d) Certified Associate in Project Management (CAPM)
*Knowledge of budget and resource formulation of contracts, bids, grants, agreements, and RFPs
*Ability to administer, composes, and negotiates contract and change order language terms
*Takes initiative with the ability to excel both independently and cohesively collaborate and build within teams
*Analytical, critical, and technical thinking skills
*Results-oriented skills with a balanced emphasis between quality and quantity
*Technical writing skills
*Research and detail-oriented skills
*Advanced proficiency with Microsoft Office applications (Word, Excel, PowerPoint, and Outlook)
*Proficiency with information systems and applications (i.e.: SRM and SAP)
*Ability to speak and write clearly, concisely and directly Responsibilities: Supports development of contracts, bids, grants, forms, agreements, and request for proposals (RFPs), working with key stakeholders. Supports the creation of contract scopes, bid specifications, and packages in accordance with the program schedule. Assists with the composition and negotiation of change order terms within contracts. Participates in the development of contract templates and agreements. Consolidates and organizes contract specification documents including standards, encroachment and environmental permits, land rights, drawings.

Essential Skills / Qualifications:
*Bachelor's degree
*Prior experience working with Saudi Aramco
*A minimum of Nine (9) years of experience in a similar role writing contracts, change orders, and developing bid forms and scopes of work for major heavy civil, pipeline, or industrial construction projects required
