The Company:
Our client, a major owner/operator and one of the country's largest oil and natural gas production and exploration companies. Headquartered in Calgary, our client is a top producer of natural gas with oil sands interests near Fort McMurray, Alberta.

The Role:
Reporting to the Procurement Team Lead - Facilities Engineering and Construction, the Procurement Specialist is accountable for the effective oversight and administration for assigned Procurement activities in supporting efficient supply of capital materials and services for New Facilities, Engineering and Construction Services. The select candidate will support forecasting and effective supplier and contracting strategies and management with key vendors. The successful Contracts Specialist will need to be aligned with quick tie in processes and able to react to program changes and peak activity periods.

• Manage assigned strategic planning initiatives for various capital project procurement related activities for Western Canada
• Administer structured negotiation strategy for contract situations. Review and interpret contract provisions to achieve cost efficiencies and reductions.
• Coordinate, identify, and communicate internally and externally forecasting needs for various materials, equipment and services.
• Support Company's prime contractor or partner procurement activity and manage capital commitments, reviewing and interpreting contract procedures to ensure maximum value and minimized cost to the projects
• Responsible for identifying and delivering procurement specific cost savings to assigned New Facilities and Construction activities and maintaining various KPI (Key Performance Indicators) metrics
• Accountable for the management of procurement interfaces on various projects: purchasing, expediting, QA/QC, logistics, materials management and contract administration and execution issues
• Support company-wide procurement leveraging tactics to add value and minimize cost and risk to the projects
• Strategic sourcing and selection process of major suppliers and contractors, including requests for bids, bid evaluations and approval of bid tabs and purchase orders
• Ensure compliance for contract-related matters with corporate, legal, ethics, regulatory, insurance, finance, tax, and HSE requirements regarding procurement related issues
• Manage post-award contract administration, including change orders, contract amendments, extensions, claims, and invoicing process both with Services and Material suppliers
• Oversight accountability for the proper close out of all procurement issues
• Participate in Supplier/Contractor internal networks and other major North American Upstream Procurement

Essential Skills / Qualifications:
• Minimum college diploma in business, science or a Supply Chain Discipline (Procurement, Contracting, Materials Management , Logistics)
• Minimum 3 years upstream industry experience related to facility equipment, material and contracting services
• Experienced in computer programs (SAP-MM and PS,Microsoft Excel, Word and Outlook, SAP MM and PS)
• Strong verbal and written communication including:
◦ Reporting skills
◦ Negotiation skills
◦ Presentation skills
• Legally authorized to work in Canada on a full-time basis without restrictions

Desirable Skills / Qualifications:
• Minimum 5 years of New Facility experience related to Strategic Procurement
• SCMP (PMAC) certification
• Inventory and forecasting knowledge related to Western Canada activities
• Strong organization skills
• Team player
