The Company:
Our client a UK based refining and marketing company, have interests in a number of facilities in the United Kingdom, employing around 1000 people throughout the UK and over 33000 worldwide. They have had their presence on Teesside for over 30 years, processing and storing crude oil ready for shipment along with being an established supplier of bulk fuels, including LPG, to the commercial, aviation and marine industries.

The Role:
The Contract Specialist is responsible for:
• To act as a focal point (Subject Matter Expert) for Contract Management – setting goals and requirements and provide guidance to support best practice in the delivery of Contracts, Contract Management Plans, KPIs etc.
• Provide a professional sourcing conduit between Suppliers and the clients internal customers.
• Provide Procurement expertise and coordination for contracted service activities.
• Provide Procurement leadership and guidance to clients by creating value through involvement in business planning efforts and operations which ensures compliance with all Procurement processes and procedures.
• Provide guidance to Contract Management individuals:
- ensure compliance with Corporate Standards
- to achieve full potential of the contract – service delivery, cost control, HSEQ standards
- to improve standards within Teesside Operations Contract Management community
- to support the generation of Contract Management Plans
- to aid in determining Key Performance Indicators and Critical Success Factors
• Sourcing & Supply Base Strategy:
- Completion of the Contract Strategy and Procurement Plan.
• Supplier selection:
- Determine bidders list using Achilles/FPAL as appropriate.
- Technical and Commercial pre-qualification and subsequent qualification if required.
- Procurement Council & Owner approval subject to value.
• Bid preparation:
- Develop Scope of Work in conjunction with technical owner.
- Develop bid evaluation methodology in conjunction with technical owner and HSEQ.
- Issue ITB through on-line Contract Management System (gCMS).
• Negotiate / Select Supplier:
- Bid evaluation.
- Negotiating terms, delivery, price.
- Prepare contract documentation including white paper agreements in SAP
- Contract reviews, amendments and renewals maintained in gCMS.
• Supplier Performance:
- Handling claims.
• Customer Management: Demand forecasts, Procedure changes, Training and Problem resolution.
• Maintain and sustain company ePayables process.
• Drive improvement of P2P processes and KPIs

Essential Skills / Qualifications:
• Legal right to live and work in the UK on a permanent basis without restrictions
• Contract Management experience
• Strong negotiator through interpersonal skills
• Demonstrated negotiation skills and ability to effectively apply analytical tools, concepts and methods.
• Knowledge of SAP system

Desirable Skills / Qualifications:
• CIPS qualified or woking towards qualifiction
• Contract drafting skills
• Computer literate
• Previous experience in the oil and gas industry in a business/technical environment
• Strong functional background or working knowledge of procurement systems and/or engineering experience
