The Role:
Our leading client is currently seeking a Contracts Administrator to be based in Baku - Azerbaijan working on a 6/2 rotation.

Supports quantity surveying and contract administration activities. The work will be carried out to a high standard in accordance with established procedures. Ensure that all processes and decisions are (i) in accordance with the requirements of the client and the Contract; (ii) are transparent; and (iii) supported by appropriate documentation. Supervise and review the work of Site Contracts Assistant.

RESPONSIBILITIES & OBJECTIVES:
Promote HSE commitment by example;
Review Contractor’s procedures and establish acceptable practices for measuring Contractor’s performance on all contractual and commercial related activities
Lead and supervise the SCP in-field Contracts team in the monitoring, auditing & assurance of Contractor’s site activities
Act as Company site representative for all construction-related contractual related activities, within delegated authority from the Pipeline Contract Admin Lead
Evaluation of potential variation orders
Evaluation of monthly progress payments
Site checking of construction progress of temporary and permanent construction activities
Provide interface support to the Project planning and progress reporting process
Prepare estimates and report on changes
Maintain day-to-day liaison with Contractor’s site staff
Attend daily meetings with Contractor and weekly project meetings
Liaise and co-ordinate with Company’s non-Contracts representatives to promote Accident & Incident Free environment within Company, Contractor and sub-Contractor organisations on site
Liaise with Baku-based Contracts personnel to ensure that the PMT is kept fully informed of all site-related issues and is equipped with all the latest information
Ensure smooth liaison takes place between Pipeline Installation Contractor and Company’s other Contractors on site with respect to Contractual issues
Ensure that Company’s reputation is maintained and enhanced with regards to Contractual related aspects of all construction activities.
Identify risks to the quality of work and the completion programme, and associated solutions for consideration by the PMT
Assist Pipeline Construction Manager to ensure that Company’s National personnel are given appropriate training and experience to develop.
Act as coach to selected SCP National & Expatriate staff, in the field, as appropriate
Liaise with Company non-Contracts personnel to ensure Contract requirements are met, whilst minimising Company exposure to unplanned claims
Supporting PSCM during discussions and negotiations with the main construction contractor with respect to monthly payment applications, variations, star rates etc;
Liaise with and support Contract Supplier Performance Leaders, Technical Specialists and delivery team leads regarding all contract matters;
Liaise with Project Services personnel and to ensure coordinated approach and consistency between cost reporting and actual quantities executed;
Liaise, as required, with Project contract and procurement personnel based in U.K and Baku;
Monitor Contractors reporting/re-measures and investigate any anomalies.
Support the preparation of contractual and commercial correspondence;
Maintain auditable contract records;
Provide input into project budgets and cost forecasting, as required; and Provide input to project risk reviews.

Essential Skills / Qualifications:
Quantity Surveyor or similar construction type qualification considered
Strong pipeline construction experience, with demonstrable Contracts supervision qualities, involving multi-discipline teams, and preferably
(a) including work in a foreign language environment
(b) including Client representative roles
Demonstrable experience of development and implementation of Contracts policies on major international construction projects
Demonstrable commitment to Project’s H, S & E implementation
Excellent communication skills.
Computer literate in MS Office applications, working knowledge of Primavera and TILOS an advantage
Demonstrable appreciation and resolution of Contractual issues
Ability to work as part of a small integrated team in remote location(s)
Strong experience in Contract application
Strong appreciation of planning and risk assessment and mitigation measures
