The Company:
Our client is a large multi-national Oil and Gas Operator which explores, develops, produces and markets crude oil, gas and sulfur. They pride themselves in conducting operations in accordance with the world–class safety and environmental standards.

The Role:
The Contract Advisor is responsible for the coordination of project contracting activities including compliance with Company policies and procedures, development of contracting strategies, bid evaluation and analysis and the negotiation and award of service and construction contracts as required. The position is responsible for establishing and maintaining interfaces with key stakeholders of the project. This role requires establishing close working relationships within Supply Chain Management and with peers in CIEP support groups, such as PRC.

Engineering and Procurement Phase:-
Maintain regular contact with the Project Management Team in order to establish their contracting requirements.
Develop contract strategies and procedures for the project as required.
Prepare and administer all service and construction contracts with third party contractors.
Work with the Project Manager, Engineering Manager, Business Manager and Construction Manager to determine the best contracting approaches and options for the execution of the work scope as required.
Participate in contractor pre-qualification process.
Participate in bid proposal review meetings with contractors to discuss scope, necessary site regulations and expected documentation, etc.
Review commercial proposals from contractors, perform commercial analysis and provide recommendation with respect to contract award as required.
Prepare bid packages and make recommendations on commercial terms, work agreement, etc.
Provide timely notification to each contractor in the event of contract award / regret.
Develop incentive plans where appropriate and negotiate their implementation.
Ensure required contracts are in place in time to support the construction effort.

Construction Phase:-
Interface with the Project Management Team regarding any issues related to contractors performance, concerns or contractual conflicts.
Monitor contractors’ performance and ensure early resolution of issues relating to the contract terms compliance and the execution of their work scope.
Review contractual changes logs related to work scope, commercial terms, resources, equipment, etc.
Manage finalizing agreements related to work scope changes or other contractual terms, etc.
Monitor contractor performance as it relates to any incentive agreements.

Post Construction Phase:-
Participate in the performance review of all contractors at the conclusion of their work.
Evaluate the performance of the contracting approach.
Develop recommendations to improve the contracting process and contractual arrangements.
Ensure proper close out of all contracts.
