The Role:
Overall Role Purpose:
As a key member of the Engineering and Facilities team, the Contracts and Compliance Manager is responsible for the Health & Safety and managing the contract labour resources.

Ensuring all parties adhere to and are compliant with the latest company standards, legislative, statutory and environmental requirements. Responsible for the overall financial governance, controls and management of contracts and budgets within business area.

Primary Focus of the Role is to:
Responsible for leading and maintaining the on going required governance. Adherence to the LOLER, PUWER, Building, Life Safety, Electrical and Pressure Systems' compliance activities to ensure best practice is applied in line with statutory requirements and current regulations. Accountable for the performance and governance of contracts within Airside, whilst taking a lead role for specified pan airport contracts.

Principle accountabilities:
Accountable for the on-going management, compliance (CAP 168/EASA), reporting of Health & Safety, Fire and Quality.
Accountable for the business area contractor portfolio spend and reporting to determine prioritisation of spend, seeking out and highlighting both risk and opportunity. Ensuring appropriate financial controls are in place and audited to enable the team to deliver to budget.
Responsible for the CEL management of the Hard and Soft services for Airside tunnels and Heathrow Airport Traffic Control Tower (HATCT).
Accountable for Managing, maintaining and reviewing the business area risk register and defining mitigating actions to minimise risk to the business.
Accountable for leading a positive safety culture through production of safety improvement plans, training, workshops, risk assessment review and proactive management of the accident, incident and near miss, including the on going updates and record keeping associated with the safety management system.
Accountable for ensuring that the contractors are able to demonstrate they are appropriately managed and trained to a competent level to remain safe whilst working at Heathrow. Undertake reviews of processes and procedures to ensure on going compliance with a view to recommending / implementing continuous improvements and drive standards to best practice for contracts.

Grade Factors
Full and assessed knowledge of any relevant National or company, regulations, standards policies or processes.
Minimum of 5 years facilities / maintenance management experience in multi-stakeholder complex environment covering multiple asset types and services
High commercial acumen developed at the client/supplier interface with experience managing £million contracts.
Experience in managing delivery of large contracts to challenging performance targets
Provide inspirational, proactive engaging leadership to the Engineering & Facilities Team driving a positive safety culture, providing technical advise as necessary
Proven ability to influence key decision makers and stakeholders and also to communicate effectively at all levels.
Experience of asset management balancing risk, performance and budget whilst meeting challenging targets.
All decision making to be made in the context of statute and the integrated operations plan.
The role operates in a complex environment and is directly responsible for managing suppliers to create and deliver the key objectives, goals, strategies and measures of that business unit.
The role requires excellent team leadership and communication skills with the ability to bring others on the journey, from cleaning operatives, through technical personnel to airline partners.

Essential Skills / Qualifications:
City and Guilds, ONC/HNC or equivalent suitable experience in an appropriate Engineering discipline.
NEBOSH accreditation desirable.
Proven record of leadership in an operational environment.
Full UK driving license and ability to obtain airside driving license.
