The Company:
Our Client is a Global Operator in the Oil and Gas Industry.

The Role:
Job Purpose:
• Support Well Engineering to meet their business objectives through the development of C&P strategies, the composition and issue of invitations to tender or direct negotiations, objective bid evaluation, preparation and award of the final contract, coupled with post award contractor performance management.

• Provides specialist support to Group Drilling management in appraising and monitoring drilling rig market; Operator utilisation of drilling rigs; leading contract negotiations with major drilling contractors; undertaking peer reviews of rig contracts; formulating strategic agreements with major drilling contractors; Contractor Relationship Management (CRM).

Responsibilities /Key Objectives:
• To lead and manage a portfolio of direct category expenditure (Rigs), managing a Category Advisor to support this category
• Support Well Engineering in meeting their procurement objectives through the development of strategic category plans and robust sourcing solutions
• Lead the ‘end to end’ sourcing process; spend qualification & analysis, market evaluation, demand management, procurement strategy development, negotiation, supplier management/integration & performance management for the defined categories
• Deliver bottom line savings & value add solutions coupled with developing ‘fit for purpose’ & efficient category management processes across the defined category groups.
• Coach and facilitate the Business/Functions to source goods and services in line with defined category plans
• To drive category management strategy , and to encourage use of tools and knowledge, through effective collaboration with other Category Leads
• To assess supplier performance to feed into category strategy reviews and inform future sourcing considerations
• Develop common strategies with other Category Leads in order to maximise synergies across services e.g. Logistics and Wells Services
• Ensure that category strategy links into and compliments business & project level strategy
• Assess category strategy and sourcing options for each defined category based on an analysis of supply market trends and characteristics and demand-side analysis (short and longer term views), including consideration of regional differences
• Update and refresh market trend information, and amend category plans accordingly
• Review and amend category plans to take consideration of regional factors
• Review local content supply market options in conjunction with local Contract Managers
• When required, lead and run tender processes, negotiate and prepare contracts, or in conjunction with Senior/Contract Advisors
• Liaise with internal stakeholders to ensure that category plans are well understood and accepted across the relevant business/functional community
• Act as lead facilitator for our client working with and on behalf of Legal, Tax, Risk and Marketing , HSE and other functions as required
• Lead and manage supplier introduction and contract administration
• Monitor supplier performance in conjunction with Contract Owners
• Review and report total spend/commitment across the category on a regional & global basis
• At all times act as an ambassador for SCM, supporting and communicating change, initiatives & strategies accordingly. This will require engagement across the global Supply Chain community, wider business units & at senior levels
• Finalise and present strategies and contract proposals at Contract Review Boards
• Reviews specifications and scope of work for completeness and enables technical functions to translate their requirements into a clearly articulated expression of commercial intent.
• Develops, compiles and conducts pre-qualification exercises, pre-tender meetings, invitation to tender documentation, tender openings and evaluation of tenders received, including detailed analysis of commercial and contractual qualifications, exceptions and deviations.

Essential Skills / Qualifications:
• Educated to a minimum of diploma/degree level in a business management or related subject
• CIPS preferred
• Demonstrable minimum 10 years experience of tendering, contracting and negotiating for drilling rigs, particularly marine, and well services.
• Proven experience in category management and strategic sourcing principles and execution
• International exposure within an Oil and Gas operating environment.
• Proven track record in influencing and managing stakeholders and suppliers
• Excellent interpersonal skills that are able to demonstrate; drive, tenacity, credibility at all levels of the business, ability to manage/drive change combined with high levels of commercial savvy
• Solid ethical conduct and integrity that demonstrates continuous commercial best practice to the highest standards
• Provides a combination of Supply Chain vision, strategy formulation and delivery
• People management experience
