The Role:
General purpose and objectives of the position
To support and implement the procurement process for goods and services in a manner consistent with best business and ethical practice, complying at all times with company procedure, pertinent legislation, and project specific requirements.
Key Responsibilities
Most of the tendering activity for the key project development contracts has already been undertaken and should be concluded and contracts executed over the next three months. The Contract Engineers’ key responsibilities will therefore be focused in the immediate term on supporting any outstanding pre-contract requirements (mainly subsea procurement related), however in the longer term, focus will firmly be on the post-contract administration and management of the development contracts and also for preparing any additional new contracts /service orders as may be required.
Responsibilities can be generally summarized as follows;

•Pre-contract: Preparation of Invitations to Tender/Requests for Proposals as necessary, undertaking commercial and contractual analysis of responses, negotiations with Contractors as appropriate, preparation of recommendation to award, preparation of contracts/orders for signature.
•Post-contract: Commercial management and administration of the development contracts including subsea and other related contracts. This will form the main element of the responsibilities
•Ensure procurement activities are conducted in an open, fair and auditable manner.
•Ensure adherence to pertinent Procurement Legislation. Ensure correct use of FPAL database.
•Ensure work activities are in compliance with Company procedures.
•Support the Contracts Manager and contracts team generally to deliver necessary contracting activities for the project.

•Commercial / Contractual Risk Evaluations
•Contractual negotiations
•Award Recommendations
•Draft and executed Contracts and Service Orders
Post-contract :
•Contract Administration/Commercial Management generally, typically involving Variations/Claims management and administration;
•Risk Management
•Insurance Claims Management
•Commercial/contractual negotiations as required
•Final Account close-outs
•Project management generally, involving reporting requirements, meetings etc.
Major Challenges
•Liaising with other project team members / taking account of the various contract interfaces
•Delivery on time to meet the project Schedule
•Minimising Contractual Risk
•Minimising Commercial contract growth / Obtaining best commercial outcomes
Reporting and Management Relationships
•Reporting to the Contracts Manager
•Regular contact with all project technical personnel, finance, and other contracts team members
•Regular contact with contractors & suppliers as appropriate

Essential Skills / Qualifications:
•Good knowledge of best practice in N.S. Oil & Gas Contracts and Procurement
•Relevant experience on major Oil & Gas development Projects – preferably subsea related

Desirable Skills / Qualifications:
•Preferably Quantity Surveying, Business or Law degree
