The Role:
The Contracts Engineer is primarily responsible for providing a general contracts engineering service in support of the specific project, both for existing contracts and future contracts. In addition the incumbent may be asked to support existing contracts already in place on other Client Specific Location projects. A key area of responsibility will be the administration of technical contracts covering the manufacture, fabrication and delivery of Chemical Equipment Packages. In general terms responsibilities can be split into the following 2 main areas:
 Pre-award: preparation of prequalification and tender enquiry documents (as appropriate), receiving and clarifying tenders, negotiation, award, and preparation of formal Contract.
 Post-award: provision of contractual/commercial advice and support, and administering Contracts for works/goods/services in such a manner as to ensure the Project’s best commercial interests are both served and protected, monitoring relevant markets and contractor performance.

• Promote and uphold the highest standards of ethics in compliance with Company’s Codes of Conduct and Business Ethics Policy and of Prevention of Corruption
• Conduct contracting business in compliance with Company Contracts & Procurement guidelines and procedures
• Promote the Contracts Function as a managed process which requires timely input from technical departments
• Act as highly visible communications focal point with specialist/dedicated client group(s),operating as a ‘Duet’ with technical counterpart(s), to proactively facilitate effective relationships, contract planning and management
• Ensure all contracting activities meet audit requirements in compliance with Company guidelines, policies and procedures and UK/EU legislation in order to minimise any potential audit exceptions, partner claims or court actions
• Review and consider legal aspects associated with contract award and administration, liaising with the Senior Legal Adviser, providing advice to internal clients as appropriate and assisting as appropriate in settlement of contractual claims
• Draft appropriate contractual and commercial terms and conditions, using existing model contracts where applicable, to best serve and protect Project’s interests
• Propose, pre-qualify and recommend suitable contractors/suppliers for tender lists to maximise tendering efficiency
• Compile, issue and administer ‘Invitation to Tender’ packages to procure the most realistic and commercially attractive proposals from potential contractors/suppliers (this includes reviewing and compiling the technical part of the ITT package based on input received from Technician and providing commercially relevant advice)
• Prepare tender evaluation plans, review tenders, participate in clarifications, conduct negotiations and administer the award of contracts
• Monitor contractors’ performance, promoting and attending service quality meetings, recording results and participating in management of supplier relationships and performances
• Provide general assistance and advice on contractual and procurement matters as required to support Project’s activities (including particularly advising on interpretation of contractual provisions, claims and correspondence)
• Represent Project’s Contracts Function in meetings with suppliers/contractors.
• Create and administer Change Orders initiated by Company or Contractor and Contract Amendments
• Review and administer Contractor insurance requirements, liaising with the Insurance Adviser
• Monitor Contractor/ Subcontractor relationships
• Liaise with Cost Control team

Essential Skills / Qualifications:
Typically] degree qualified in Quantity Surveying, Law, Engineering or relevant business area
• Good knowledge and understanding of all aspects of the procurement process
• Typically 5 – 10 years, practical, relevant and progressive experience in preparation and negotiation of technical contracts
• Typically 2 years (or more) experience in the offshore oil or petrochemical industries
• Experienced in the preparation and negotiation of technical contracts covering the manufacture, fabrication and delivery of Chemical Equipment Packages
• Demonstrable general knowledge and understanding of the technologies utilised by oil and gas operators
• Demonstrable general knowledge and understanding of commercial, legal and insurance issues affecting the Company in general, and “in depth” understanding where relevant to contracts for works, goods and services
• Good knowledge and understanding of use of model contract conditions with particular emphasis on the risk allocation and the abi
