The Company:
Our client, a major owner-operator is currently requiring expertise of a Contracts Manager with extensive experience with post award contract management.

The Role:
The CPF (Central Processing Facilities) Contracts Manager represents the Project Director on the Client site management team for contract management issues at the jobsite. This role provides oversight and guidance to the Project's EPC contractor’s Contracts Team for CPF subcontract administration activities on the Project jobsite, including but not limited to: subcontractor compliance with contract terms; Change Management; securing appropriate approvals for trends, funding increments and contract documents; prevention or mitigation of claims; invoice verification, close-out, and quality assurance with respect to compliance with Company and EPC internal controls.

The Field Supply Chain Representative will report to the Project Procurement Manager and will work closely with the Calgary based Client SCM team for the overall management and administration of all Project SCM activities.

Areas of Responsibility

• Participate in the Client site management team and represent Client SCM
• Act as a counterpart for EPC’s site Supply Chain Manager on all SCM matters
• Process and approve Change Orders and site Purchase Orders and Subcontracts as issued by the Project EPC Contractor
• Maintain proper administration of commitments, in close cooperation with the Calgary based Client SCM team. Ensure timely and relevant reporting
• Post Award Contract Management: management of contractual requirements; overlook performance, payment and reporting; advise non-supply chain personnel on procurement policy and procedures; manage change orders requests, claims, payments, etc; control commercial contract documentation and correspondence; prepare proper contract close-out
• Continuous engagement with Client and EPC Contractor’s Construction Management personnel, as well as Subcontractor field management personnel to understand and assess risks to cost and schedule and recommend/implement solutions and alternatives.
• Ensure all Contracting Activities are conducted in accordance with the respective Contract Formation and Contract Management Procedures.
• Liaise with Clients main office for functional support, general advice and market intelligence.
• Gain a full understanding of the Contracting and Procurement policies, procedures and practices and provide stewardship of these principles and practices in all aspects of the role

Essential Skills / Qualifications:
• Minimum 10 years of related supply chain/contracts experience
• Professional Certification in a relevant field (commerce, supply chain, engineering, quantity assessor, legal or other related discipline)
• Strong communication skills in written and spoken English
• Legally permitted to work in Canada on a full-time basis without restrictions

Desirable Skills / Qualifications:
• Able to work independently or in a group
• Experience with EPC Contracts and Construction Contracts, specifically unit rate, lump sum, cost plus and reimbursable
• Knowledge of construction terms and conditions
• Commercial experience / expertise, and strong negotiation planning skills
• Knowledge of contract language and legal clauses
• Ability for building long-term contractual relationships with external contractors and suppliers to streamline business efficiencies
• Good networking capabilities
• Strong written / oral communication skills
