The Company:
A oil and gas operator seeks a senior contracts representative to join their team supporting international projects.

The Role:
The International and Offshore Production Operations Contract Team currently supports Kurdistan and Equatorial Guinea (MEGPL) with sourcing activities that range from routine contracting (Stand Alone agreements, MSAs, job orders, amendments) to complex strategy development, tendering, and contract management.

Each entity has a unique set of processes and requirements that must be pursued in contracting activity. Such processes entail local content considerations, pre-approval of bid list, procurement strategies, and award recommendations, vendor registration and government approval, as well as partner approvals. Furthermore, FCPA/Ethical Business considerations are front and center to the vendor selection and contracting process.

The IOPO Contract Team is tasked with having comprehensive knowledge of cultural considerations, geographic awareness, and an understanding of how best to support from abroad. This entails preparation and coordinated timing of activities due to Business Partner rotations and home leaves. Communication is critical as are status updates and visibility with respect to potential issues with contract execution.

This position will report to the Contracts Manager – International and Offshore Production Operations. This role will be responsible in providing commercial support services to Client’s International Production Operations; primarily MEGPL (Equatorial Guinea) and other international operations as required.

Responsibilities
Overall responsibilities include managing sourcing efforts, customer and supplier relationship management, negotiating with suppliers, and administration of commercial transactions and to assure that such commercial arrangements are satisfactorily accomplished and documented in accordance with Global Procurement’s policies and procedures.

1.Works with the client business unit to assess requirements and develop sourcing and contracting strategies for goods and services.
2. Negotiation of the acquisition of goods and services (primarily services), which satisfy customer specifications, delivery requirements, and performance and reliability expectations while optimizing the cost of materials and services within the business unit.
3. Facilitates the bid processes, preparation of bid packages, assists with bid analysis and participates in final contract award decisions. Presents to Senior leadership in Steering Committee forum, on results of RFx and recommendation.
4. Prepares and coordinates the execution of contracts and other supply documents in a manner that ensures compliance with procurement strategies and policy.
5. Maintains a record of contracts, supplier agreements and other documents related to the terms and conditions of commercial relationships, scope of materials and work, supplier/contractor performance measurements, and other records of supplier/contractor qualification and approval.
6. Analyzes the efficiencies, effectiveness, and performance of the business unit's goods and services requirements and develops meaningful performance metrics to facilitate bench marking and measurement of continuous improvement initiatives.
7. Maintains a working knowledge of legal requirements, governmental rules and regulations related to contractual documents, performance of contract work, quality assurance requirements and business relationships. Supports the law department in the examination and litigation of legal matters related to commercial transactions.
8. Reviews qualified vendors, contractors and develops preferred suppliers aligned with the strategic objectives of the client organization and Client.
9. Participates in the identification and evaluation of commercial and financial processes to assess their value and applicability within the client business unit.
10. Collaborates with the business unit in the development of credible business cases once viable alternative strategies are developed. Leads the process to implement new commercial strategies within the client business unit.
11. Manages individual local and regional key supplier relationships to optimize the exchange of value with those companies and maximize value of the relationship for all parties. Works with and supports the Global Category Managers regarding key supplier initiatives.
12. Travel Requirements: travel to Equatorial Guinea for 2-3 week durations, 3 or 4 times a year.
13. Other responsibilities as advised by leadership.

Essential Skills / Qualifications:
Degree: Bachelors Required
Major: Business, Law, Engineering
Computer Proficiencies: Proficiency in MS Excel, MS Work, MS Outlook, MS PowerPoint, and SAP.
Work Experience: 5 years in working with contracts is preferred
