The Role:
Job Purpose:
Provide support and Advise the Lead Contracts Supervisor as well as manage the commercial aspects of the EPC contract development process concluding with the EPC contract award. Provide associated functional support to the Contracts Supervisor and PMT as required to support additional business requirements.

Key Result Areas:
I. Lead efforts on the development of the overall project EPC contracting strategy.
A. Provide input to Project Management regarding potential market impacts on strategy.
B. Gain alignment with PMT regarding timing of contracting activities.

II. Gain alignment with the PMT on specific issues regarding the contract plan for the EPC package being worked.
A. Develop summary of key contractual issues and review/agree with PMT as to the Project's position. These include levels of indemnity, warranty provisions, etc.
B. Similarly agree with PMT on execution related issues such as schedule enforcement (e.g., Liquidated damages/incentives, weather delay responsibility, etc.)
C. Ensure the PMT is familiar with the overall ITT, contract structure, compensation strategy, etc., and establish responsibility matrix assigning personnel and timing for specific ITT components.

III. Coordinate tenderer pre-qualification and selection process.
A. With input from PMT, develop a pre-qualification questionnaire to gather data on potential tenderers regarding financial condition, technical capabilities and engineering & fabrication capacities.
B. Coordinate questionnaires to potential tenderers.
C. Document the review and assessment process that generates the final list of tenderers.
D. Assist in obtaining required approval from Project Stakeholders

IV. Develop and obtain the clients and BPSC approval of the procurement plan.
A. Develop, based on the overall contracting strategy, the specific procurement plan for the EPC package being worked.
B. Conduct reviews with the clients stakeholders consistent with TOFA and CPM to obtain approval.
• Develop / Implement EPC Full Line Process similar to CPM.
C. Assist in obtaining required approval BPSC and EMBL

V. Work with the PMT to develop the Invitation to Tender (ITT) package.
A. Consistent with the responsibility matrix established with PMT, develop the ITT package.
B. Work with the PMT to understand the scope of work to ensure consistency with the compensation model and other information that will be requested from the tenderers.
C. Ensure ITT package is complete and consistent with the timing established in the procurement plan.

VI. Coordinate communications with tenderers during the tender period.
A. Serve as the point contact for all questions and clarifications (technical & commercial) to and from tenderers and tender evaluation team.
B. Maintain a database of all correspondence to ensure all questions and clarifications have been properly documented, and issues covered are reflected in the final tender.

VII. Analyze proposals and negotiate with tenderer(s) to resolve all contractual terms and conditions and pricing issues during the tender evaluation period.
A. Perform analysis of commercial proposal and provide an evaluation of the pricing provided by the tenderers.
B. Finalize negotiations of any contested contractual terms and conditions.
C. Ensure that the commercial impact of any contractual or technical/execution issues that are resolved/changed during the evaluation period are accurately reflected in the final price.
D. Obtain final functional review of all contract documents (e.g. Legal, Finance, Venture, etc.)

VIII. Work with the PMT to develop and gain approval for the contract award recommendation.
A. Provide pricing and other commercial analysis to PMT to participate in development of the contract award recommendation.
B. Develop potential alternate cases that are required to support the recommendation.

IX. Complete the contract and issue for execution.
A. Complete all contractual documents consistent with selected tenderer's proposal, subsequent clarifications and final negotiations.
B. Ensure all documents and exhibits to be prepared by other functions are complete and included in final contract package.

• Able to work moderately complex tasks to completion within time constrains of Project, with minimal guidance from more experienced staff.
• Participates in the resolution of problems in more demanding and less familiar situations using precedent and own acquired knowledge.

• Able to work within a defined role with limited supervision.
• Able to make decisions and solve problems related to a specific discipline/field.
• Responsible for own work product with minimal guidance and oversight from immediate supervisor.

Daily direct procurement supervision will not be available when located overseas or rotating; therefore additional requirements are as follows:
• Must be a self-starter and able to work in a virtual organization.
• Ability to strongly defend the company's positions during negotiations with EPC Contractors.
• Experience in major service / construction contract administration preferred.

Essential Skills / Qualifications:
Knowledge, Skills and Experience:
• 10 years of EPC Contracting and Procurement experience.
• Expert EPC Contracting Skills.
• Experience in EPC Construction, Maintenance, Drilling or Production Services Contracting.
• Detailed knowledge and application of Company requirements (e.g. TOFA, SHB).
• Strong analytical, negotiation and communication skills.
• BA/BS Preferred.
• Upstream experience would be very beneficial but not required.
