The Company:
Our client is a leading provider of innovative, value creating plastics solutions for the infrastructure (pipe systems, and power and communication cables), automotive and advanced packaging markets. They have its headquarters in the UAE and Singapore.
Our client is on the way to increase their capacity even further with a multi - billion dollar mega- project. By the end of 2013, they will have added a 3rd Ethane cracker to create the largest Ethane cracker complex in the world.

The Role:
About the job:
The mission of Centralised Procurement Function under Shared Services Organisation within Borouge is to execute the smooth acquisition process for providing materials and services on time, as required for all its internal customers, with the right quality and at the right prices at all locations covering requirements at Abu Dhabi, Shanghai, Singapore and Guangzhou.
Reporting to the Manager of Contracts Department, you will be part of the global contracts team and you will be responsible for:
• Receiving and analyzing scopes and specifications for works and services to be contracted, and verifying technical evaluation criteria.
• Recommending and analyzing contracting strategy. Proposing contract type and compensation method. Preparing tender documents, and finalizing them with Legal, Finance divisions.
• Establishing with Supervisor bidders prequalification criteria. Evaluating contractors capabilities, and recommending bidders list.
• Preparing invitations to tender and issuing tender documents.
• Arranging technical evaluation of bids, reviewing technical evaluation reports and requesting authorization for commercial bid opening.
• Preparing final recommendations for award in discussion with Supervisor, authorizing the final draft and submitting it for management approval.
• Receiving and verifying claims and requests for variations, and proposing negotiation strategies to settle claims.
• Follows up with concerned users on the performance evaluation of contractors and complete closeout of contracts.

Essential Skills / Qualifications:

Desirable Skills / Qualifications:
About you:
• B.Sc. in an Engineering disciplines, Business Administration or professional qualifications, such as FRICS
• Six (6) years experience in contracts development, in an oil / gas or petrochemical industry.
• Sound knowledge of commercial practices, legal aspects and negotiation skills. Ability to utilize specialized applicable software package.
• Ability to speak, write and communicate effectively in both English.
• Excellent MS Office packages skills, SAP experience preferred.
