The Company:
Our client, a major owner/operating company, requires expertise for their ongoing oil sands mega-projects in Alberta.

This position is open to Canadian Citizens and Permanent Residents only.

The Role:
The Contract Representative will be responsible for implementing contracting and procurement strategies for capital projects required to meet project specific goals and achieve best value for stakeholders. This includes contributing to the guidance of business partners through CP strategy development as part of the project delivery framework (ORM or PDR) This also includes negotiating with contractors and managing the development, execution, and fulfillment of contractual commitments required to execute Tailings and Infrastructure projects. The Contract Representative’s will be required periodically to manage and direct the activities of the EP Contracts team who is mandated to conduct the Contract Management activities on behalf of the client.

Essential Skills / Qualifications:
Take a lead role in the implementation of contracting and procurement strategies, identifying the optimum approach for managing the many contracts and purchase orders the client will be party to in its Tailings and Infrastructure projects. Manage the preparation of bid documentation and coordinate contractor and supplier selection, including the preparation of all pre-qualification submissions, RFPs, as well as bid clarification and evaluation. Typically contract values are in excess of $10M. Ensure adherence to governance and assurance processes such as joint venture and contract boards. Ensure compliance with the controls framework for contracting and procurement activities. Liaise with Enterprise Categories and Suppliers as well as regional category management to leverage project spend. Desirable Skills / Qualifications:
This is a role for an experienced contracts engineer/administrator from the oil and gas, mining or other asset-intensive industries who possesses a mix of technical credibility and very well developed influencing and negotiating skills. Past experience in a project environment specifically managing contracts and purchase orders in projects is essential. More specifically, all candidates will be assessed against the following critical competencies:
 The individual will be responsible for all aspects of contract management related to the successful execution of the module program. The individual will possess the relevant skills to interface effectively with module subcontractors and will also interface closely with the field construction and home office engineering teams. A sound knowledge of modularization and fabrication experience is crucial.
 Functional competence, ideally core contracting and procurement skills but willing to consider candidates with broad commercial skills
