The Role:
To ensure overall Supervision of the EPC Contractor Material Supply effort. The EPC Contractor Material Supply effort includes: Purchasing, Expediting, Inspection, Logistics, Spare parts Management, Warehousing and Project material closeout activities that may occur during the engineering, fabrication and construction phases of a project.
Key Responsibility Areas:
Establish and maintain alignment with the Project Management Team on project procurement needs, objectives and requirements.
Monitor and endorse all the Project related documents issued by EPC Contractor for Material Supply, Expediting, Logistics Strategy/Plan /Procedures. With particular attention to safeguarding of company interest in performance guarantees, spare part availability, after sales services and other obligations to Company’s advantage.
Establish project coordination procedures for procurement with Company Site Logistic organization and oversee the development of other coordination procedure as required.
Work with EPC Contractor to develop and implement Procurement Call-offs, purchasing plans /policy for bulk.
Maintain close liaison with appropriate members of PMT (Engineering, Construction and Source Inspection Coordinator) during execution.
Report progress in the EPC Contractor Procurement Organization, highlights deficiencies, delays accumulated or forecast and suggest remedial actions.
Report schedule and other data to PMT with regards to procurement activities.
Communicate with PMT on EPC Contractor procurement activities, progress and issues
Advise PMT of procurement issues of the EPC Contractor and steps being taken to mitigate consequences
Provide oversight of logistic and expediting activities and work issues as appropriate
Verify compliance with project procurement processes and procedures
Review and authorise Contractor’s Purchasing and Materials Management plans including plans for purchase of spare parts and for purchase of bulk materials.
Coordinate with Company Site Logistic organization any support required to grant proper import, export and re-export licenses.
Essential Skills / Qualifications:
Engineering or Economics degree
Several years of Procurement Management experience
Several years of experience spent in the Oil & Gas industry.
Fluent spoken and written English language
Intermediate to expert equipment and materials purchasing skills
Materials management experience including planning, control, issuing, and reconciliation
Materials logistics experience including contracts, customs, traffic, and expediting
Detailed knowledge and application of Company requirements.
Strong analytical, leadership, negotiation and communication skills
Educated to a degree level
Daily direct procurement supervision will not be available when located overseas or rotating; therefore candidate should be flexible within the Organisation
Ability to oversee and monitor EPC Contractor purchasing activities including track/monitor key equipment and material purchases
