The Company:
Our client looking for Contracts Specialist

Only for Moscow (Moscow area) region residents.

The Role:
• Responsible for the coordination of project contracting activities including compliance with COMPANY policies and procedures, contracting strategies, bid evaluation procedures, coordination of contract documents and the administration and closeout of assigned contracts and/ or in support of Supervisor in this capacity.
• The position is responsible for assistance to Supervisor with providing interfaces with key stakeholders of the project.
• Contract specialist should be flexible, goal oriented, have strong interpersonal skills, a professional demeanor and the ability to work independently, interface with Technical, Finance, Legal and Project Controls Departments.
Contract Specialist will be responsible for all administrative activities, for assigned contracts, including:
• Administer the current construction contracts under the Project to ensure timely fulfillment of contract obligations by the parties;
• Develop contract plan to include tender organization, contractor selection strategy and contract awards;
• Interfaces with Project Management Contractor (PMC) and construction contractors when reviewing contract change proposals; review basis for changes;
• Maintain and support data bases for all contract changes;
• Maintain and update Procon database for the contract forms envisaged in Contracts Administration Procedure;
• Participate in regular contractor site audits;
• Prepare and deliver documents required for development of tender board forms and obtaining approvals from the Tender Board and other corporate approvals;
• Ensure compliance with COMPANY contracting procedures and policies by PMC and construction contractors;
• Ensure compliance with all legal and government requirements;
• Full administrative support, including: incoming/outgoing contract documents/correspondence control; prepare reports on letters follow-up; review technical and contractual sections in change management documents and provide other support to members of the project team;
• Interfaces with Project Managers and Engineering Team to approve contractors’ proposals containing evaluation of modified work scopes and work dates and ensure contract compliance on unit rates, rates and reimbursable amounts;
• Provide weekly and monthly reporting to Supervisor for assigned area of responsibility;
• Contracts Specialist must rigorously comply with the instructions, directives and assignments of Supervisor in accordance with the procedure defined by the present Job Description.
• Contracts Specialist shall continuously deepen and expand his/her knowledge of contracts administration.

Essential Skills / Qualifications:
Applicant shall hold a university degree in one of the following: Legal, Financial and/or Technical, with a preference for Technical degree combined with Financial and/or Legal.
Contracts Specialist shall have minimum 4 years capital project experience in Oil & Gas industry is critical, with particular emphasis on experience with procurement, construction, engineering and other work and services contracts.
Contracts Specialist should have the following skills:
• Ability to work within a team and coach others where necessary;
• The ability to work as part of a team and to effectively interact with a variety of personnel.
• Proficiency with Computer programs such as Word, Excel, PowerPoint, MS Project, PrimaVera and Outlook
• Proficient in written and oral English and Russian
• Good communication skills
