The Role:
Our leading client is currently seeking a Contracts Specialist to be based in Staines working on a contract basis.

Perform Contract strategy development, implementation, award and administration activities for EPMS (Engineering & Project Management Services) and Enabling Services contracts in support of Marine & Subsea project deliverables carried out to a high standard in accordance with established procedures as further described below. Ensure that all contractual processes and decisions are in accordance with company requirements, are transparent and supported by appropriate documentation.

RESPONSIBILITIES & OBJECTIVES
• All contracting activities, in conjunction with Project team, relating to EPMS, Agency Personnel and other miscellaneous services, including strategy, prequalification, tender list development, issue of invitations to tender, receipt and analysis of tenders, contractor negotiations, recommendations, contract preparation and award.
• Post-award contract administration of all contracts in the category including: contributing to the Supplier Performance Management process; contractual correspondence; agreement, drafting and processing of claims, amendments and variations; approval of invoices; securing internal approvals; maintaining and archiving of contract files/documents; co-ordination and agreement of final accounts and contract close-outs.
• Liaison with, and guidance to, project personnel on matters relating to contract planning, contract strategy and contract management.
• Contribute to a process of continuous improvement in the contracting process.
• Perform all activities to the highest professional and ethical standards and in accordance with PSCM processes and ensure all decisions/commitments are recorded in an auditable manner.
• Ensure HSSE requirements are fully addressed in all activities and promote HSSE commitment by example.
• Identify risks to delivery (threats and opportunities) and develop appropriate measures to mitigate/manage. Participate in appropriate Risk Workshops.
• Provide support as required to other category teams and PSCM manager within the delivery function.
• Support Category Lead and PSCM Manager to ensure that all required contract reporting systems are established and maintained in accordance with project requirements, and that accurate reports are provided to project management.
• Liaise with and support Contract Supplier Performance Leaders, Technical Line and Specialists, and delivery team Leads/Managers regarding all EPMS marine & Subsea contract matters including Supplier Management process.
• Liaise with Project Services personnel to ensure coordinated approach and consistency between cost reporting and contractual requirements.
• Liaise, as required, with GPO and, where relevant, Production PSCM personnel based in Azerbaijan.
• Maintain contacts and liaise as required with Legal, Tax, Insurance departments.
• Monitor contractors reporting and investigate any anomalies.
• Identify unresolved contractual problems to Category Lead and PSCM Leads/Managers and support liaison with Contract Supplier Performance Leaders, Technical Specialists and discipline leads.
• Input of contractual commitments into Maximo system and approvals at appropriate level.
• Administration of ProCon system for designated Contracts.

• Review and resolve, including necessary internal consultations, any VORs or claims – issue VOs or Amendments, as necessary.
• Prepare contractual and commercial correspondence, and ensure maintenance of correspondence files.
• Advise regarding interpretation and implementation of the terms and conditions of the project contracts.
• Maintain auditable contract records.
• Provide input into project budgets and cost forecasting, as required.
• Provide contractual input to project risk reviews.

For clarity purposes: the types of service falling under ‘Enabling Service Contracts’ category definition may include without limitation the following:
• Desktop studies
• In-country support services typically part of Indirect Procurement category
• Environmental Social Impact Assessment studies (ESIA)
• Specialist consultancy services
• Site surveys, not construction related

Essential Skills / Qualifications:
• Marine and Subsea experience
• Knowledge of systems e.g. Maximo, Procon and/or Ariba
• Working in a project environment with ideally 2 Major Project lifecycles experience.
• EPMS contracting experience including end to end contract management process, administrating call-offs, VOs, etc.
• Supplier management
• Good stakeholder/interface management experience
