The Company:
Our client is a Global Engineering & Construction (E&C) Group inside which you’ll find an incredible range of expertise and opportunity.
They offer their clients a complete range of skills and services so that they can work with their teams right from the earliest ‘ideas’ stage of their planned investments, through the study or concept selection phase, the front-end design, the EPC phase, and on into the commissioning and start-up phase.

The Role:
My client has a current requirement for a Control Systems Specialist to perform a role based in Japan, Yokohama, on a 12 month contract with the following responsibilities;

•Assist lead control and instrumentation engineer with monitoring the EPC Contractor, ensuring contract basis & design intent is maintained, using PMC coordination procedure process, identify potential contractual issues associated with instrument systems as they occur
•Interface with Client, EPC representatives & vendor’s representatives. Attend and participate in coordination and progress meetings irrespective of location.
•Review and comment on EPC documentation for all operator interface / control / interlock / safety related definitions, typically P&ID’s, control & safety narratives, cause & effect diagrams, logic diagrams DCS / SIS / FGS and other system specifications, system architectures, and any other control & safety system related documents that define system functional requirement
•Participate in HAZOP / SIL review meetings, ensuring implementation of safety instrument function design through the project life cycle in accordance with review reports, including review of calculations
•Review & comment on preparation & development of EPC DCS / SIS / FGS material requisitions, technical bid evaluations of vendor’ proposals, vendor supplied documentation including hardware & software configuration definition, associated EPC/vendor data exchange methodology and system testing through the complete purchase order life cycle to SAT
•Review & comment on EPC design documentation including control/instrument room layouts, cabling installation design, earthing philosophy etc.
•Review & comment on the preparation of the control system requirement and associated integration to overall system strategy for package units, supporting PMC package specialists in the review & comment of equipment material requisitions, technical clarification and bid evaluations, document review and approval
•Provide support to other PMC specialists in the review of other aspects of the design, such as electrical consumption for electrical power supply design, heat dissipation for HVAC design, process control of electrical equipment, weight and dimension for civil / architecture design
•Ensure that all comments are consistent and are included in the drawings according to the applicable procedure
•Review & comment on instrument bill of quantity and subcontractor requisition for control system hardware installation work
•Review & comment on functional test procedures during pre-commissioning / commissioning when requested by Client

Essential Skills / Qualifications:
•Degree in automation / control / process with a proven track record in conceptual studies, FEED, detailed engineering, procurement and construction (EPC)
•Extensive experience in the design and implementation of DCS / SIS / FGS/miscellaneous systems and associated architecture for large scale refinery projects
•Knowledge in implementing projects using Smart Plant Instrumentation (INtools)
•Conversant with the lasted advances in control and instrumentation technology (fieldbus, wireless systems, etc) and standards (IEC 61508, etc)
•TUV registered functional safety engineer or equivalent is desirable
•Familiar with working in a client/PMC environment, is highly motivated, well organized, resourceful and proactive in engaging the client, project team and suppliers
•Possess good interpersonal skills with sound written and oral communication skills in English
•Flexible approach and able to work under pressure with a can-do attitude and a desire to win
