The Company:
Our client is a publicly quoted oil and gas exploration and production company which currently employs over 150 full time industry professionals across multiple disciplines and geographies.

The Company is headquartered in Dublin and has offices globally.

The Role:
The Controls and Instrumentation (C&I) Engineer is a key member of the Project Management Team and reports to the Engineering Co-Managers.

The C&I Engineer is accountable for the execution and integrity of the instrumentation and control engineering activities for the development’s facilities (excluding the ICSS).

Although the base location(s) for this position is located in the Netherlands, it is expected to require extensive travel to the clients' offices in Algeria, to site and to the project’s other contractors and suppliers.


Responsibilities and Accountabilities:

The C&I Engineer is responsible for guiding and supervising the FEED and EPC contractors in the design, development and verification of the field instrumentation, package control systems and metering/analyser systems used to monitor and control the various engineered systems, machinery and processes for the Ain Tsila facilities and offsite locations.

The C&I Engineer’s role will include, but not be limited to:
• manage the FEED and EPC contractors to develop the instrumentation selection, drawings, data sheets and specifications, in full compliance with recognised industry standards, safety standards and the various client approved specifications
• assist the FEED and EPC contractors in the technical development of the P&IDs, cause and effects matrices, control narratives and system control diagrams (including those resident in the ICSS) and those associated with the various supplier engineered packages
• manage the FEED and EPC contractors in the development of technical specifications to support the selection of instrumentation and the non-ICSS control system packages
• review the FEED and EPC contractors’ submittals for the design, procurement and construction/installation requirements
• review instrumentation calculations for control valves, flow orifices, analyser sampling systems and relief valves
• review the controls and instrumentation aspects of vendor packages, e.g. power generators, compressors, fired heaters, fiscal metering, analysers
• participate in HAZOPs and SIL/LOPA reviews as a key member
• participate in the review of and input to the plant model, with particular attention to accessibility for maintenance
• work as part of an integrated client/contractor team to develop the control narratives and system control diagrams, ESD and PSD cause and effects for the programming of the ICSS
• represent the client in the factory acceptance and integration testing of the plant control and safeguarding systems, major vendor engineered packages and critical field instruments
• prepare the controls and instrumentation section of the commissioning and start up procedures
• supervise the EPC contractor(s) execution of the controls and instrumentation scope
• participate in the commissioning and start-up of the facilities, including providing onsite support through the first year of operations

Essential Skills / Qualifications:
Technical Skills/Education/Experience:
• A minimum of a Bachelor’s degree in a relevant engineering discipline or an equivalent relevant degree/qualification
• Chartered or Professional Engineer
• Experience and working knowledge of controls and instrumentation systems, including design, specification, installation, repair and maintenance
• A minimum of 15 years’ experience, the majority of which should be in the upstream hydrocarbon industry (both onshore and offshore)
• The ability to interpret/apply regulations and industry codes, including explaining requirements to others
• Fluent spoken and written English
• Onshore project execution experience preferably in Algeria/North Africa/Middle East regions
• Experience in both client and contractor roles
• French language capability (desirable)
• Safety awareness with proven track record for the safe design, commissioning and start-up of a number of major offshore and onshore chemical and hydrocarbon processi
