The Company:
A major oil and gas operator is looking for a cost analyst to work on a world scale project

The Role:
Job Description: Implements, administers and maintains cost control system and procedures to track project budgets, commitments, expenditures and forecasts for projects of medium complexity and value. Assists in the preparation and review of cost estimates. Develops reporting tracking tools and generates cost reports on regular basis including evaluation of earned value. Coordinates the Change Management process for the project. Prepares project cash flow forecast. The Project Controls Analyst is a critical member of the Pre-FEED/FEED project team reporting to the Project Controls Engineer. The Project Controls Analyst will have the following responsibilities and experience to: • Develop, review, consolidate and refine forecasts; • Prepare monthly cash calls and expenditure forecasts; • Ensure contractors have implemented effective financial controls; • Utilize cost programs for the tracking and control of budgets, commitments, accruals, expenditures and contingency drawdown; • Validate scope trends and estimated costs by utilizing the terms of the contract; • Validates contractor invoices and calculates earned value; • Identify project cost exposures and overrun risks in a timely manner to allow informed mitigation decisions and actions; • Develop and maintain a cost engineering change management program; • Estimate and forecast project management team costs.• Works with Finance to ensure established accounting processes, systems, and procedures are followed; • Implements and manages project controls processes, systems, and procedures;• Administers Cost Engineering impacted Management of Change, including budget transfers and contingency drawdown; • Works with other project team members to identify and resolve Cost Engineering issues; • and works with Project Contracting and Cost Estimating & Budgeting to estimate changes and claims. • Knowledge and experience of Middle Eastern projects is strongly desired. • The Project Controls Analyst position reports to the Project Controls Engineer.

Essential Skills / Qualifications:
Education: BS preferred or equivalent experience BSc (UK)
Experience: 10+ years

Desirable Skills / Qualifications:
Preferred Skills: Familiar with Capital project systems: Earned Value, SAP, Work Breakdown Structures. Advanced skill levels in Kildrummy Cost Manager and MS Excel desirable.
• Upstream international experience on major projects required• Owners team experience required, and onshore Middle Eastern experience preferred Houston based only at this time.
