The Company:
Our client is a leading Exploration & Production company operating in the Middle East.

The Role:
• Responsible for the processes to ensure that all Planning and Cost Control elements; project schedules, budgets, forecasts, progress measuring, reports, are accurately executed for Company activities and in accordance with agreed scopes and Company requirements and systems.
• Integrate the planning activities between all departments (Exploration and Production, Well Operations, Engineering and supporting functions) to produce integrated plans which meet the overall requirements of the company.
• Oversee the cost control functions for all departments with particular reference to major projects. Provide cost forecasting of Production and Engineering activities to support the management of the various budgets
• Design and follow evolution of Planning and Cost reporting tools and processes to ensure accurate and timely delivery of information, reports and project tracking.
• Foster an environment of openness, trust and honesty in support of Company’s core values.
• Ensure all applicable processes and management systems are adhered to.
• Manage, train, supervise and control staff activities.
• Ensure that all major projects have detailed schedules for the full project from pre-works to commissioning. Monitor these schedules on a regular basis for compliance and update with changes as required.
• Ensure offshore work has detailed schedules developed based on work pack details, procurement schedules, man-hours etc. for appropriate manpower, supervision, equipment and sufficient safety provision.
• Oversee the 28 (twenty eight) and 90 (ninety) day plans, in addition to the 24 (twenty four) month operations plan to ensure all projects and key studies are identified and recorded in a timely manner and updated as soon as new requirements are known.
• Monitor and input to the Person on Board (POB) plan for offshore bedding to ensure all projects are included and scheduled as early as possible.
• Develop yearly plans for Engineering and Production to ensure all projects / major operations can be carried out as planned while meeting all agreed constraints on the operations.
• Provide manning levels required for onshore and offshore to implement the planned work programmes.
• Ensure accurate reports are generated with specific responsibilities regarding major projects, turnarounds and non-regular work.
• Generate weekly and monthly cost reports for each project in Primavera or other tools.
• Provide estimating assistance to Production and Engineering departments to ensure project estimates are realistic and include adequate allowances for the scope of work and particular risks involved.
• Oversee the Quality Assurance and Quality Control function within Production.
• Prepare and present cost control information reports on regular basis to Exploration and Production Director and Chief Financial Director.
• Provide the tendering section and Project Managers with commercial information through estimating and budgeting, risk management, interpretation of project information, variance analysis, trending and forecasting.
• Perform cost analysis and advise project leaders on cost over-runs in a timely manner so the corrective actions can be taken and any other analysis requested found appropriate or requested by Management.

Essential Skills / Qualifications:
Educational Qualifications:
1) Bachelor’s degree in Finance and Accounting / Economics / Engineering with specialisation in Project Management and/or Cost Control related training.
2) Master’s degree preferred.

Experience Profile:
1) 15+ years of relevant experience in cost control, planning, monitoring projects cost and work progress as well as budgeting with evidence of development and successful implementation of relevant tools (processes, reports, etc.).
2) Experience in an operating oil and gas company, mining, a similar industrial environment or engineering project management preferred.
3) Experience of leading a team, managing individual and group performance and delivery.
