The Company:
Our client is a large multi-national organization which explores, develops, produces and markets crude oil, gas and sulfur. They pride themselves in conducting operations in accordance with the world–class safety and environmental standards.

The Role:
The Cost Control Coordinator is a member the project team reporting to the Business Manager and provides cost control and related support to the entire Project Leadership Team. The Cost Control Coordinator is responsible for the development, evaluation and maintenance of the project budget, forecast and cost reports based on input from project technical/commercial functions, vendors and contractors, as well as implementing project standards and procedures. This position provides support to the Business Manager and Project Leadership Team including but not limited to:
•Developing and maintaining cost control methodologies and procedures.
•Planning, coordinating and analysing project budgets, costs and overseeing all project cost control activities.
•Managing and controlling the annual project budget and ensuring timely placement of appropriate AFE coverage
•Working closely with the Business Manager, Engineering Manager and other members of the project leadership team in developing forecasts, monitoring costs and in the development of CTR’s for the budget process.
•Developing and maintaining phasing of the overall Project forecast starting with estimate and planning data and extending to commitment phasing with regular reviews against actual for robust annual spend forecasting
•Provide a monthly forecast of VOWD with analysis of variance to actual spend,
•Management of Change process - produce and maintain trend data supporting project/contract changes to Forecast at Complete.
•Produce a monthly cost report for inclusion into overall project reports.
•Conduct compliance reviews of contractors to ensure accuracy and completeness of data received.
•Maintain data in various systems such as Kildrummy CostMANAGER and JD Edwards.
•Maintain historic records for audit purposes and feedback to estimating.
•Setting up, maintaining and ensuring all costs have correct CBS coding and alignment to WBS.
•Providing a full Cost Engineering, Work Management, Analysis and Cost Control guidance, in accordance with company requirements, policies and procedures and best industry practices. (covered by bullet 2?)
•Coordinating cost control and the invoice verification process for both the Contractor and the in-house management expenditures.
•Providing services including assistance during contract preparation, bid evaluation, contract administration and verification of contractual payments.
•Maintain a cost risk register and perform periodic cost Risk Analysis and management reserve (contingency) utilization analysis.
•Coordinating and contributing to the training and development of junior and national staff.
•Assist with the preparation of materials to be presented to management and attend various meetings with management, partners and auditors.
•Maintain close liaison with other departments, Contractors and Project Management Team members.

The ability to work as part of a team and the ability to effectively interact with a variety of project management personnel and other departments is essential. Must be flexible and goal-oriented, and have strong personal skills, a professional demeanor and the ability to work with a minimum of direction. Prior project experience in a similar role in the oil and gas industry is highly desirable.

Essential Skills / Qualifications:
The job holder must have prior cost engineering/cost management experience with not less than 10 - 15 years of experience in the oil and gas industry, and not less than 10 years of experience in cost control and management. Prior experience with a similar complex offshore project is beneficial. While an engineering or technical degree as well as a chartered Engineer or equivalent is preferred, individuals with a strong financial background with experience in the development of and reporting against annual operating plans, capital budgeting and Annual Work Plans and Budgets will be seriously considered.

The job holder must have proven:
•Sound interpersonal skills and proven ability to provide guidance and direction to others.
•Familiarity with both project and corporate cost & budgeting procedures.
•Ability to initiate and promote the discipline of cost & budgeting with other engineering/operations departments.
•Ability to prepare cost & budget plans
