The Company:
Our client is a major global Oil and Gas EPC management company that can cover small Brownfield projects to major Greenfield projects.
They are a growth company who can serve as a Sole Supplier, Joint Venture or Subcontractor. With a proven track record of delivering large scale complex projects they are a progressive and attractive company.

The Role:
We are currently sourcing a Cost Control Engineer to join the North West Office contract basis.

As part of a long term alliance with a major Oil & Gas client based in Kuwait we are undertaking major revamp and modification/upgrade projects to help modernize the client’s Main Gathering Center located at Wafra, Kuwait with many sub-centers throughout the three main oil fields that require modifications and further expansion.
The key elements of the role are:

Responsible for the provision of current status information on all Contracts, Purchase Orders, Affiliate Work Order,
Responsible for provision of accurate monthly expenditure
Provide information for incorporation into the month end cost report.
Responsible for the identification, investigation and subsequent resolution of anomalies between separate project cost information.
Responsible for ensuring that expenditure limits as identified in commitment documentation such as Work Authorizations are never exceeded.
Responsible for understanding and maintaining the project interests with regard to invoice processing. This shall include, but not be limited to, comprehensive cross checking of Project Invoices for accuracy and Contract compliance, etc., ensuring correct cost coding, ensuring that payment timings are maintained and ensuring invoice approvals are in accordance with Project Delegation of Authority.
Responsible for maintaining & manning records of all project staff, including the collection and collation of time sheets from all staff and contractors, etc.; the timely provision of cost information for manpower for inclusion into the project reports.
Additional Duties:
Responsible for the collection and maintenance of man hour expenditure records relative to NGS. These man-hour records will be utilized for the compilation of Project Safety Statistics amongst other things
Assists in the maintenance of comprehensive Project cost records in preparation for future audit review. This shall include, amongst other things, the maintenance of a comprehensive filing system which identifies commitments and expenditures and the maintenance of registers of invoiced costs etc.
Responsible for the production of various reports on an ad-hoc basis or at regular intervals to present to Affiliates or other interested parties.
Maintains a monthly reconciliation between Project Accounting Information derived from accounting system and information utilized to produce the monthly cost report.
Establishes lines of communication and effective working relationship with all groups within Contractor or with external groups who are associated with the commercial aspects of the project. This would be required in order to ensure the timely receipt of required cost information.
Responsible for assessing effectiveness of working practices and systems with a view to continuously improving systems, personal and team performance.
Ability to interface directly with project teams and clients as required.
Available to travel, as needed, in order to perform functions such as construction site inspection, information gathering, and / or client meetings

Essential Skills / Qualifications:
Experience of EPCM engineering projects, including managing multi-discipline design activities with International EPCM contractors.
• Ideally have a degree / diploma in engineering
• Good written and oral communication skills, demonstrated through client interaction, supervision, proposals and presentations.
• Ability to negotiate successfully with clients and contractors through engineering and construction phases of the project.
• Computer proficiency; thorough knowledge of project controls systems, techniques.
• Working knowledge of both engineering design & construction.
• Hands on experience in Cost Control
