The Role:
Purpose:
To provide a comprehensive and effective cost control and reporting service for the Clients Contract.

Accountabilities and End Results:
• Provide cost management, oversight and reporting service for the contract to enable the effective management of contract expenditure and provide oversight of the Budget and Cost Efficiency Incentive Payment.
• Manage the timely collection of data to support ongoing budget control and forecasting.

Primary Functions:
•Provide support to the Asset Manager and BU Analyst in developing processes and procedures for the management of the new reimbursable cost contract
•Develop detailed procedures for the handling and review of monthly invoices, and monthly & quarterly cost reviews
•Create appropriate structures in SAP for monitoring Contractor expenditure
•Co-ordinate the review of Contractor monthly invoices including payroll, MFPSO allocated costs and recharged 3rd party invoices
•Monitor Contractor spend against budget, including VOWD, monthly and quarterly forecasts received from Contractor
•Provide support for the validation of quarterly Budget and Cost Incentive payment
•Preparing monthly stakeholder reporting data and analysis for monthly review meetings
•Co-ordinate PDSA contract paperwork including financial approval of Programme and Budget Change Proposals, Contract AFE’s and preparation of Work Instructions as required, providing input to resolve any issues
•Support the Finance department by provision of accurate and timely cost information in accordance with the companies financial policies, procedures and processes
•Support the Asset Manager with Partner queries as required
•Continuous development of improved methods of working
•Assist in cost management / finance training as required

Essential Skills / Qualifications:
•Experience within an operating asset environment.
•Ability to make decisions, meet deadlines and a track record of delivering results.
•Accuracy and attention to detail.
•Proficient in managing data, interpreting and analysing trends.
•Good interpersonal skills across all levels of the organisation, internally and externally.
•Strong communication, networking, collaboration and well developed team-working skills.
•Sound knowledge of budgeting and forecasting.
•Sound knowledge of VOWD and accruals
•Sound knowledge of cost reporting and analysis.
•Understanding of and ability to manage change.
•Commitment to corporate core values.
•Good working knowledge of MS Office programs, particularly MS Excel.
