The Company:
A major, international oil and gas operator

The Role:
The job holder will be involved in resource plan, estimation, budgeting, business plan preparation, risk analysis, bid evaluation, cost control reports, earned value management, management reporting and co-ordination roles during project audits. The position will report to Project Services Manager and will be part of the Project Management Office (PMO) coordinating with all individual project teams on project services matters.

Key Accountabilities:

• Interface between cost engineering, Accounting and individual project teams for obtaining input data for cost performance and schedule performance analysis, budget variance, CPI, SPI of the PM team projects.
• Develop and maintain a cost control reporting system to detail actual and forecast costs on the project based on the inputs from cost engineers.
• Communicate cost progress, highlights, concerns and issues to Project Management Office.
• Review suppliers and construction contractor’s cost during tender assessment and provide relevant tender clarification information to enable commitments to be made for current projects and future brown field projects .
• Integrate suppliers and construction contractor’s control system and cost-schedule dependencies and feed into the overall budget and monitor their progress on a regular basis.
• Maintain cost control procedures, including change order/variation order registers, and coordinate project procedures, methods and norms for project controls.
• Prepare and maintain resource plans and PMT budget for the project.
• Analyse progress and performance against budget, identify areas of AFE cost & schedule overruns requiring corrective action, forecast completions and provide accurate and timely project reports.
• Coordinate the preparation of the monthly cost report, weekly and daily reports as required.
• Assists in developing risk registers, stakeholder mapping.
• Ensure project outturn data and lessons learned are fed back to internal project stakeholders, including BGA, for the benefit of future projects.
• Ensure all project control aspects of the project are consistent with project Health, Safety, Security and Environmental requirements.
• Provide visibility of Key Drivers to meet project completion date and cost.
• Provide visibility on interdependence of schedule logic and cost performance so that management and team members understand and agree on constraints.
• Cost benchmarking
• Prepare ITT Exhibit (Project controls section)
• Assist PSM to evaluate the bids, load the bids and expenditure forecasts
• Budget economic analysis of changed expenditure scenarios and forecast estimated VOWD
• Project Management Baseline (PMB) cost, contract baseline and contingency drawdown analysis of ongoing projects
• Partner meeting presentation inputs, weekly meeting inputs and management report analysis
• Assist in project control management standard software implementation
• Provides input to business plan, budgets
• Assist in internal and external audits
• Should be able to generate project cost estimates, variation order estimates with the help of discipline engineers and coordinate the approval of BG/JV skill centres
• Assist in probabilistic cost risk analysis
• Prepare in-house managed project cost reports

Essential Skills / Qualifications:
1. Experience in upstream projects.
a. Should have project controls experience of one mega project and independently controlled smaller
b. Should be able to prepare WBS and CBS of a project from scope.
2. Should have understanding of project life cycle costs and baselines.
3. Should be able to prepare cost measurement procedure.
4. Should have hands on cost control and EVM system exposure.
5. Should be able to estimate detailed owner's cost and high level project cost of small brownfield projects
by consulting scope owners.
6. Should be able to report on costs, budgets, variance, progress and safety related data.
7. Should be able to contribute to forecast estimates and VOWD as well as expenditure forecast phasing of long term business plan.
8. Should have good understanding of finance and contract interfaces.
