The Company:
An independent oil operator in the North Sea with a dynamic management team who have exciting growth plans to develop their operations further in the UKCS. My client is currently seeking an experienced Cost Engineer to work on various key projects within thier growing business. The role is based in Aberdeen and reports directly to the Senior Cost Engineer with operational accountability to the Project Manager or Department Head.

The Role:
• The Cost Engineer’s role is to support the Senior Cost Engineer in the day to day management of the Project/s.
• Duties will consist of recording of commitments within the Cost system and monitoring expenditure against the commitment, ensuring commitments and invoices are correctly coded, adequate funding is always in place and forecast costs are properly managed.
• Monitoring timewriting for Project Personnel, ensuring approved personnel are timewriting correctly and in a timeous manner, and monitoring/rejecting timewriting for non-approved personnel.
• Liaise with project personnel (including Site personnel) on cost related matters such as progress, milestones, variations on a contract by contract basis.
• Assist in the preparation of monthly Cost Reports, which includes the following;-
o Ensure all Commitments and invoices have been recorded
o Ensure all timewriting has been recorded
o Ensure Value of Work is re-evaluated based on most current data.
o Interrogate data received from other team members such as FPSO Topsides scope and Drilling.
o Re-forecast estimate to complete/Forecast Final Costs and identify any area of concerns such as budget overruns, work/delivery slippages etc.. which may impinge upon other cost areas.
o Ensure Forecast expenditure phasing is aligned to current plan and also reflects data received from other discussions held with project team members.
• Assist in preparation of AFE’s (Authority for Expenditure) as and when required.

Experience
• Has good working knowledge of working of Operator Cost Control & Financial Systems.
• Experience and awareness of Project components such as Project Management, Subsea, Topsides, Drilling, Subsurface and Financial.
• Extensive working knowledge of Cost Control – WBS structures, Budgets, Allocations, Commitments, Value of Work, Forecasts and Estimated Final Costs.
• Management of Project provisions – Use of Growth Allowances & Contingency Allowances.
• Preparation of Project Reporting – Internal & External.
• Experience of Vendor Management – Interface/Reporting/Milestones
