The Company:
My client is a major Oil & Gas Operator.

The Role:
The Cost Engineer will initially be located in the EPC Contractors home office and transfer to the field site offices in Algeria on a rotational basis once construction is underway. The EPC Contractors home office location will be an overseas posting for a minimum of 1 -2 months

The primary function of the Cost Engineer is to proactively provide Project Management and other stakeholders with accurate, timely and rigorous cost forecasts and reports of the Forecast Final Cost (FFC).

The Cost Engineer will provide yearly expenditure projections and monthly Value of Work Done and expenditure phasing reports to the JV Finance group.

The Cost Engineer will hold a monthly meeting with the Team Leads to discuss and review the phasing of the “estimate to complete” based on the value of work done.
This will allow for accurate cash flow analysis and reporting.

In conjunction with the monthly team lead meetings the Cost Engineer will obtain assurance regarding the current month accrual in preparation for the VOWD input to the JV.

Responsibilities and Duties:

The Cost Engineer is responsible for preparation of PIF’s and Service Requests to the JV, and for managing and processing invoices for payment having ensured that they have been fully substantiated with appropriate approvals.

The Cost Engineer will ensure that AFE management and reporting is maintained.

The Cost Engineer will be responsible for Change Control on the project ensuring that an appropriate process is in place for the particular phase of the project.

Project Execution.

Report to Project Services Manager

Cost Management of all project scope

Develop Cost Management Philosophy and Procedures

Undertake all Owner Cost Reporting

Capex Expenditure Phasing

Oversee Contractor Cost Reporting

Budget Preparation and Monitoring

Cost Accounting & Invoice Control

Measure and manage project ongoing performance against KPI

Using a general understanding of project management and construction processes, forecast costs from current and expected trends

Ensure development and implementation of all project cost reporting

Develop project closeout plan

On the IACP project this role is undertaken by the Cost Engineer who reports directly to the Project Services Manager

Develop and implement the change management procedure

Ensure the ongoing management of change control

Ensure that all approved changes are costed in accordance with project procedures

HSSE

Comply with JV HSSE rules and lead by example.

Posses a strong commitment to HSSE values.

Promote a high standard of HSSE behaviour with in the JV team and EPC Contractor organisation.

Essential Skills / Qualifications:
University Degree in Engineering related discipline or equivalent

Desirable Skills / Qualifications:
Previous Cost Engineering experience within Oil and Gas sector

Knowledge of Project Controls & Project Management Functions

Strong Interpersonal and Customer facing skills

Good Skills of MS Office tools.

Open-minded and good team-player.
