The Company:
Our global leading client is seeking highly skilled, experienced & capable contract international employees to work on a large multinational complex oil & gas project.

The Role:
This position is responsible for managing manpower planning, operator Owners Costs, agency costs and timewriting across Angola Developments which consists of a number of Assets and Sectors.

Develop and maintain the existing manpower database, producing monthly reports for the Leadership Team and HR. Provide cost control deliverables and monthly updates of PMT forecast to Programme Cost Manager.

The successful candidate will have a significant interface with senior Project Management within the Programme, Group Central Teams and Regional Functions.

Key Responsibilities:
Managing manpower data on behalf of the Angola Developments management team
Reporting manpower to Angola Developments Leadership
Ensuring quality of manpower data is compatible with Group HR
Provide regular updated manpower forecasts, both headcount and cost, recognising and incorporating the impact of changing resource requirements within the Sector teams
Provide regular updated cash forecasts for Partners
Develop and update budgets for both annual and Asset workscopes
Provide ongoing commitment and expenditure tracking and control, ensuring compliance with project WBS, budgets, and cost codes
Provide regular and reliable assessments of the value of work done for contracts and activities within the cost engineers areas of responsibility, ensuring that all costs are supported by contractual terms and progress, and will stand up to audit
Manage Master Work Order and Payroll and Overheads submissions to feed into the Region planning processes
Support the collection of monthly timewriting inputs and review to ensure quality and consistency of data
Manage systems to control the travel approval process across the Programme
Setting up and reporting of travel costs against budgets to Programme Leadership

Essential Skills / Qualifications:
Preferably a graduate (or equivalent) in a relevant discipline (Engineering or Business)
Cost Engineering and manpower planning experience essential.
Detailed understanding of cost control processes and procedures
High level of IT competency essential, particularly Microsoft Excel
Excellent written, oral and interpersonal skills
Proactive work ethic, with the ability to intervene and take the lead in resolving issues that may arise, ability to work without close supervision
Team player with positive attitude
Experience of working in the oil and gas industry is preferred but not essential
