The Company:
Our major Oil & Gas Client is in need of a Cost Engineer, with planning and scheduling experience, for a 9-12 month opportunity in West Houston.

The Role:
The successful candidate will be a part of the multi-disciplinary Unconventional Gas Team. The candidate will be responsible for the following:
Plans and Procedures
•Develop the planning and cost control strategies, including;
oplans and procedures for estimating
ocost control guidelines
oplans and schedules reflecting both Company and Contractor roles and responsibilities
•Adheres to the segment financial, business and project processes as applicable
Cost
•Ensure the development of the appropriate budgets; implement, and monitor costs within a project stage and for the entire project until closeout / completion.
•Ensure proper documentation is provided for each request for funding (AFE)
•Ensure reporting and backup is provided from vendors for monthly WIP reports and provide guidance to Project Leads for proper forecasting.
Estimates
•Ensure the development of estimates and studies within a project stage in coordination with both internal and external Cost Estimators.
•Coordinate preparation of Cost Risk Analysis
Planning and Scheduling
•Create initial project plans and templates for use by Project Leads
•Develop, implement, and maintain project schedules, with detail relevant to the project stage through closeout
•Ensure contractors provide monthly schedule updates
•Provide Project Leads with latest schedule forecasts, challenges and mitigation recommendations
•Coordinate development of Project Execution Plan, Field Test Plans, and Interface Plan
•Coordinate Schedule Risk Analysis
Risk Management
•Develop and implement Risk management procedures for project costs, and schedules
•Coordinate the development of Risk mitigation plans
•Coordinate Risk Management activities for team
•Link Risk, Schedule, Cost and Management of Change control processes

Essential Skills / Qualifications:
•Associates or higher degree with a minimum of 8 years applicable experience, emphasis on Scheduling and Project Management – Essential
•Minimum 10 years experience in Oil and Gas industry - Essential
•Major Projects planning and execution, experience with CVP (MPCP), brown-field projects experience, well and facilities operations experience - Desirable
•Experience in a Research and Development project
•Knowledge of and experience relating Unconventional Gas - Desirable
•Able to communicate effectively with Project team members to ensure depletion, surface facilities and technology business objectives are met in a dynamic setting with evolving understanding of the resource - Essential
•Experience with contract strategies and contract development - Desirable
Software Experience:
•SAP (Essential)
•CATT (Desirable)
•PRISM (Desirable)
•Probabilistic Models (Monte Carlo, Crystal Ball) (Desirable)
•MS Office Suite (Essential)
•MS Project (2003+) (Essential)
