The Role:
Basic Purpose of Job:
To proactively support Project decision-making and management of their Engineering and implementation activities by;
•Provide, monitor and maintain cost and man hour data including estimating, identifying actual expenditures and forecasting relevant to each Projects performance,
•Maintain and generate accurate cost reports in a form and frequency that is of benefit to those managing the Project,
•Additionally support the ISC Engineering manager to manage the ISC return scorecard mechanism for each of the projects.
Main Duties:
Principal accountabilities are to prepare project cost estimates, maintain change control, compile and issue quality reports, maintain Data within the Client SAP database and provide a complete Cost Engineering service to the Project delivery team and ISC management:
◦Ensuring the quality of estimates including the standard application of norms, offshore allowances, unit rates and where applicable star rates.
◦Manage and maintain a change control system within each Project employing existing tools of change including change register, Design Change Notices (DCN's) and Work Management Forms (WMF's) as appropriate
◦Generating accurate, monthly cost/man hour reports of Project activities including commitments, accruals, actual expenditure to date and forecast final expenditures.
◦Supporting the change management process through the provision of preliminary estimates, detailed estimates and revised estimates, resource requirements, and ensuring agreed changes recorded on change register and applicable data is fed into the SAP environment for forecasting purposes.
◦As appropriate, supporting the ISC return mechanism by defining, generating scorecards and agreeing the Engineering cost containment targets, monitoring actual performance and preparing and forecasting return values.

Role Activities and Tasks:
Manage Project cost functions
You are expected to build relationships with the Project Teams, developing your knowledge of their requirements to provide the cost support and data the teams require. You are also expected to work with other members of the Projects and Asset Cost/Planning teams to ensure that Cost Engineering work is wholly integrated with overall ISC and Client activities.
Preparation of Estimates
Ensure that Level 3 estimates for Project activities are accurate and provided on time. Also responsible for ensuring that the estimating tool is used, that estimates comply with methodology, that relevant offshore allowances and unit manhour rates are applied and that the estimates reflect the contract requirements. Maintain accurate files of estimates by asset.
Forecasting
Required to provide expert advice where requested to validate expenditure including onshore and offshore manhours, actual costs (including vendors and materials) and onshore sub-contracts. Also responsible for providing Latest Estimates (LE's), monthly accruals to Finance analysts, Maintaining current commitment reporting, reviewing expenditure against progress and latest estimates by activity, and assessing the impact of cost over/under-runs by preparing trend analyses and options.
Change Management
Responsible for maintaining the change control register retaining signed documents and supporting the change management process. Tasks include generating preliminary estimates, detailed estimates, revised estimates and resource and schedule changes and by assessing the impact of change on the Project cost, manhours, schedule and return.
Manage and Operate Systems
The key systems you will use are SAP, EA113/CCES Estimating Tool, Business Warehouse, WPS, MPOWER and Microsoft applications Outlook, Word, Excel and Power point.
Also expected to develop a level of knowledge of the systems you use that will allow support to Project management, Finance Analysts, and colleagues in the Project Team(s) and to develop solutions and improvements to the systems and how they are used.

Essential Skills / Qualifications:
Educated to HND level or equivalent in an appropriate discipline

Specific Training / Specialist Skills:
Oil and Gas projects experience.
Ability to make decisions and meet deadlines.
Accuracy and attention to detail.
Proficient in managing data, interpreting and analysing trends.
Commitment to corporate core values.
Knowledge of SAP.
Good working knowledge of MS Office programs, particularly MS Excel
