The Company:
A major international operator.

The Role:
Provide Contract and Cost Engineering assurance and support to the Lead Cost Engineer and Project Services Lead on a major project for one of the world's biggest Oil and Gas operators.
Reporting to the Lead Cost Engineer, the successful candidate will monitor, control and report on the commercial status of the Onshore PSCM Purchase Orders and Contracts as directed.

Ensures that all cost practices are in accordance with the MPcp (Major Projects common practices) cost control guidelines
Ensures understanding of and adherence to the Project WBS.
Ensure expenditure is monitored and controlled, including reconciliations and adjustments to ledgers as required.
Ensure commitments vs forecast costs are monitored and any increase in commitments are approved in a timely manner
Ensure cost changes are captured and reported within forecasts/budgets/pressures/opportunities and development allowances are allocated as appropriate
Administer and process appropriate funding documentation to ensure correct budgetary allocation.
Ensure guidelines and processes are developed and applied to manage resource/service requests from other delivery teams, including budget transfers.
Ensure VOWD is recorded and approved as required to comply with audit requirements.
Prepare Close-out status report with Contracts Team on all Purchase orders and contracts for monthly reporting to management at closeout stage.
Resolve issues/queries from Accounts, Logistics, etc.
Investigate Management of Change (MOC) requests and price accordingly for approval submission and inclusion in the monthly cost report.
Ensure RTA budgetary funding is available for approval.
Update budget transfer data in cost systems, as required.
Update Risks & Opportunities cost status for monthly management review.
Provide Ad-Hoc cost reports as requested by Management.
Provide and implement quality control procedures to ensure accuracy and integrity of cost data, including accurate record keeping and a cost audit trail.
Ensures accurate and timely cost reporting including:

DLT (Delivery Leadership Team) report data
Group Financial Outlook (GFO – annual forecast) input
Pressures and opportunities
Expenditure re-estimates and phasing analysis
Ensure cost reports reflect the true and accurate status of the Project
Ensure Cost Manager records are maintained.
Investigate Negative Accruals, when queries arise, with Accounts.
Investigate SAP expenditure data with Accounts for inclusion within monthly cost reports

6 Monthly – MCE:
Provide 6 monthly Master Control Estimate (MCE) updates, including expenditure phasing and variance analysis.
Manage MCE process, including provision of scope and schedule dates for the MCE review to ensure timely completion.
Provide MCE review data pack.

Essential Skills / Qualifications:
Degree qualification preferable
Extensive experience in a similar role on major capital projects.
