The Company:
Our client is a large multi-national Oil and Gas Operator which explores, develops, produces and markets crude oil, gas and sulfur. They pride themselves on conducting operations in accordance with world–class safety and environmental standards.

The Role:
Reporting to the Lead Cost engineer in Kazakhstan and the Senior Contracts Advisor in the UK, the Cost Engineer will ensure the contractor’s personnel assignment and invoiced costs are in keeping with the contract. The Cost Engineer will be responsible for the preparation and maintenance of cost analysis, reports and data transfer to the centralized project cost system and cover the full scope undertaken by the Engineering and Procurement Contractor for phases 3 – 4 (FEED completion through Detailed Design).

Duties for this role will include:

• Validate contractor’s personnel assignment terms are consistent with the contract.
• Check contractor time charges and expenses as invoiced are consistent with contract and approved timesheets, and cost distributions into ARIBA (contract payment control) reflect agreed calculation methodology. Ensuring that all relevant documents per contract terms are attached otherwise rejecting and sending back to the Contractor.
• Implementation of project cost systems and practices as required by the approved project procedures and as directed by the project Lead Cost Engineer.
• Control and verification of commitments against approved budgets; ensuring correct allocation of approved commitments, accruals and expenditures to the proper company cost account, AFE etc.
• Preparing and verifying contractor’s VOWD expenditure phasing forecasts for engineering services. Forecasts to be for annual, overall project duration and by project phase.
• Preparing and verifying contractor’s cost commitment forecasts for engineering services and equipment & material procurement, by tracking performance, quantity and pricing trends using agreed project forecasting methodology. Forecasts to be for annual, overall project duration and by project phase.
• Preparing and verifying contractor’s input to the project central cost control system (Kildrummy Cost Manager)
• Liaising with contract, planning and functional engineering functions to establish VOWD, cost forecasts, and phasing. Assessing cost risks and potential mitigations and assessing their potential impact to the project.
• Providing assistance to the central cost group in areas such as financial analysis, look-back performance reviews and ad-hoc reporting.

Essential Skills / Qualifications:
Extensive Oil/Gas or Petrochemical capital projects experience, with engineering design/ procurement experience.
Required competent hands-on user of MS Excel, MS Access, cost control databases and preferably have used Kildrummy Cost Manager.
Recognized higher engineering qualification or degree.
