The Company:
Our client is a Multinational Chemical company which will construct, own and operate a world-scale integrated chemicals complex in Saudi Arabia. Once completed, the complex will represent the largest petrochemical facility ever built in a single phase. Our client will establish a world-scale manufacturing footprint that delivers a full range of value-added, performance products destined for the emerging markets of Asia Pacific, the Middle East, Eastern Europe and Africa.

The Role:
Conduct in-depth analysis of the requirements and specifications of projects in order to provide valuable inputs and recommendations for Cost Engineering reports & requirements covering resource planning, project controls and project scoping.
1. Develop the composite project budget by integrating the project cost estimate, work hour estimate, project schedule, and other elements of the Project Execution Plan into standard cost documents & reports to support cost effective project execution.
2. Develop applicable WBS (Work Breakdown Structure) process and structure to monitor expenditures, project status reporting and cost trending analysis, on a regular frequency as agreed with the Project Manager & Engineers.
3. Identify any budgetary or financial issues and risks related to the project and recommend correction actions.
4. Generate cost reports regularly, forecasts and trending reports to ensure budget adherence in accordance with contractual requirements and ensuring alignment with the established objectives and company procedures.
5. Responsible for keeping the management informed early & timely on all relevant information and data on any possible cost overruns and discrepancies on the approved budget.
6. Assess risks and recommend needed adjustments and corrective actions to the management.
7. Ensuring that all projects’ costs and offsetting revenues are accounted appropriately.
8. Actively participate during scope change development & negotiation activities to assist Project Manager/Engineers to align with the contractual cost compliance metrics.
9. Provide timely analysis and forecasting data throughout the life cycle of the project, applying appropriate statistical tools to analyse cost metrics and perform risk analysis activity.
10. Collaborate with the Estimating function to develop effective WBS and reporting mechanism to help evaluate and improve the cost estimating accuracy level.
11. Comply with EH&S guidelines and overall processes.
12. Perform any job-related activities as requested by the immediate supervisor/manager.

Essential Skills / Qualifications:
• Bachelor of Science degree in any Engineering discipline– Chemical Engineering or Mechanical Engineering or equivalent
• Certified Cost Consultant, Certified Cost Engineer, or a Certified Management Accountant
