The Company:
A major operator is seeking a 12+ months contract Cost Engineer based in North Slope, Alaska. The Cost Engineer will play a key role in delivering a complete suite of cost-control services and financial support for projects.

The Role:
Ensuring the use of the project cost control strategy, plans and procedures, reflecting both and contractor roles and responsibilities and ensuring the adherence to the safety, environmental, financial, business and project guidelines, the Cost Engineer’s duties and responsibilities are as follows:

- Assist in developing both the project Work Breakdown Structure and Cost Breakdown Structure with project team;
- Participate in the development of estimates including Construction Estimate Rollups.
Coordinate appropriate controls consistent with project estimate and WBS / CBS;
- Assist in developing bid documents and constantly monitor bid process through the award of contracts
- Participate in development of project execution plans;
- Monitor costs for entire project;
- Collect and compile progress and cost data;
- Assist Team members in management decisions based on cost performance
- Perform quality assurance on contractor cost-management performance;
- Give continuous feedback to contractors to ensure they are delivering to standards
- Review financial data related to accruals, invoice payments, purchase orders and material deliveries and other financial data;
- Prepare project work-in-place (WIP), commitment and estimate at complete (EAC) forecasts;
- Assist with annual-spend projections, cost reconciliations and variance analyses;
- Provide interface to other functions and teams to improve processes, resolve conflicting priorities and ensure adherence to best project practices;
- Address issues pertaining to project cost control procedures;
- Develop methods and tools to capture historical trends and performance indicators for. This data should include, but not be limited to: facilities, types of work, contractors and seasons;
- Ensure the proper use of project-wide progress measurement and reporting system, including roll-up levels, section weightings and reporting cycle calendar or other required deliverables requested by;
- Work and Communicate with entire team ensuring consistent reporting within the project team. This should include schedules and project narratives aligning with the cost reporting;
- This position will be required to understand the use of the schedule and the expectations of Project Deliverables;
- Develop and issue various reports to appropriate stakeholders and offer feedback to improve the delivery and tracking of project budget;
- Work with schedulers and planners in long term forecasting for both manpower and bedspace requirements on the North Slope.
- Continually monitor and offer improvements to current systems and processes.

Essential Skills / Qualifications:
To be considered for the role of Cost Engineer, applicants must have the following:
- 5 years of Construction Project experience or equivalent;
- Moderate or better experience level with cost management tools such as: (Passport Supply Chain applications: Inventory, Purchasing, and Contracts Reporting and analysis tools including: SAP, Brio Query and CMMS Enabling Tools);
- Strong computer skills with ability to navigate & learn various software databases. The ability to learn and utilize new skills is essential.
- Willingness and ability to work 7 days a week, 12 hours a day, on a 2 week on 2 week off rotational basis in remote locations.

Desirable Skills / Qualifications:
- Knowledge of HSSE policies and procedures;
- Alaska North Slope Experience;
- Ability to read and comprehend schematics, drawings and manuals;

Four year college degree preferred or proven experience equivalent

AACE or PMI preferred

English fluency required
