The Role:
Job Purpose:
The Cost Engineer providea cost analysis support to the RasGas Venture FAEP project. Interface between Finance and the various Sections within the Venture Group – FAP for the purpose of Invoice processing, cash calls, cost reporting and other support activities.

Key Result Areas:
• Provides progress measurement and cost management expertise to the FAP PMT.
• Responsible for ensuring that the cost control procedures relating to forecasting and reporting are executed on the project.
• Reviews and comments on the change order estimates prepared by the Contractor.
• Administers the project control process, including updating of the current control estimate and maintaining the change order register.
• Prepare other ad hoc analytical support on a regular basis.
• Liaises with Finance department to ensure compliance with normal accounting policies and procedures.
• Designs report formats to meet ad hoc departmental needs.
• Develops an understanding of legal and contract issues.
• Assist PMT in meeting RGEE expectation as required, especially RGEE Element 4 (Information & Documents) and 7 (Management of Change).

Communications and Working Relationships:
• Works closely with the FEED Lead for day-to-day cost control activities including cost and progress measurement. Provides support with preparation of various reports and management presentations.

Participates in: 1) Weekly Progress Status; and 2) Kick-Off Meetings with the Contractor and PMT to ensure common understanding of cost, schedule, estimating, progress measurement, and change management requirements (as required). This requires effective communication, initiative, flexibility and an ability to induce collaboration.
• Maintains regular contact with other members of the Business Team and with counterparts in RasGas Venture Organization.
• Conducts briefing sessions for FAP PMT with respect to planning and scheduling requirements and processes.
• Exhibits team leadership skills, integrity, interpersonal understanding, and self-confidence.
• Leads by example and demonstrates the highest level of integrity in dealings with all parties.
• Communicates concisely in written and verbal context; prepares high quality written documents including e-mails.

Problem Solving/Complexity:
• Utilizes a systematic approach to problem solving that ensures accuracy, timeliness and quality of documentation in resolution.
• Able to work moderately complex tasks to completion within time constraints of FAEP with minimal guidance from more experienced staff.
• Participates in the resolution of problems in more demanding and less familiar situations using precedent and own acquired knowledge.

• Able to make decisions and solve problems related to a specific discipline/field.
• Responsible for own work product with minimal guidance and oversight from immediate supervisor.

Knowledge Skills and Experience:
• Bachelor’s degree in Accountancy or equivalent.
• Good written and oral communication skills in English.
• Excellent computer skills. Proficient in the use of MS Office 2010 (Excel, Word, Power Point and Outlook).
• Good interpersonal skills and ability to work as team member.
• Good adaptability to multinational environment, with wide exposure to various cultures and customs.
• Good presentation and delivery skills.
• Minimum 5 years varied experience in cost control and budget administration, preferably in oil and gas industry.
• Middle East or Qatar experience is preferred.
