The Company:
Our client is the largest refinery in Europe and one of the largest refineries in the world. The site offers, next to oil processing factories, housing to chemical plants and other businesses. In short: a large and important industrial site within the area of the Port of Rotterdam

The Role:
To support the delivery of standard, consistent and robust costmanagement frameworks and procedures to projects.
Support the delivery of consistent but appropriate cost managementstructures for medium-size, stand-alone projects.
Assist with the roll-out of the emerging Company standard tools andprocesses and apply them on Projects.
Support the development of project Cost Breakdown Structures (CBS) and their population from the estimate.
Assist preparation of Work Breakdown Structure (WBS) anddocumented Cost Time and Resource (CTR) sheets for phased costestimates in line with the guidance notes for agreement and signoffby the CTR budget holders.
Assist generation of accurate monthly cost reports, including variances from the plan on commitment, value of work done, management ofchanges and currency fluctuations against approved Authorities For Expenditure (AFEs).
Assist in analysis of trends.
Maintain and promote realism in the cost forecasts in the face of commercial pressure and optimism from project teams.
Maintain consistency in cost bases through rigorous adherence to thecontrols processes.

Essential Skills / Qualifications:
Engineering Degree and/or Certification as a Cost Engineer or equivalent experience.
Minimum 4 years industry experience in cost engineering positions.
Excellent analytical, oral and written communication skills.
Dutch and English
Good working knowledge of Cost Control principles and techniques
