The Company:
A major Oil & Gas operator with a number of projects in in the Caspian region.

The Role:
• To support the Cost Team Lead to provide the functional cost engineering interface between the Onshore Construction Team in Baku and the project Central Cost Team.
• To supervise the team of cost engineers covering Onshore Terminal Construction scope in Baku.
• Support the Project Construction Manager(s) to achieve contract objectives
• Ensure timely and high quality delivery against key cost activities and deliverables (see detailed roles and responsibilities)
• Ensure contractor compliance with contractual cost planning, cost management and reporting requirements especially those detailed contractually within the Project Coordination Procedures (PCP).


RESPONSIBILITIES
­To supervise the cost engineers within the Onshore Terminal Construction delivery team during construction and commissioning ensuring timely and high quality delivery against the following cost management & cost control activities:

HSE
­Demonstrate HSE leadership by actively engaging the Company site team and construction contractors with actions that contribute to delivering on companies HSE expectations

Plans & Procedures
­Develop the project cost control procedures based on standard company Cost Engineering Procedure and reflecting both company and contractor roles and responsibilities. (Note: the Lead Cost Engineer would be responsible of updating the procedures as necessary) Ensure compliance with financial and business and project processes.

Cost Control
­Ensure the preparation and development of appropriate control budgets from the Project estimate.

Interfaces with PSCM and Finance functions

Estimating

Project Management of Change

Risk Management

Essential Skills / Qualifications:
• Ability to manage a team of mixed-experience, mixed-nationality cost engineers
• Ability to train and develop mixed-experienced staff to fill more senior cost engineering positions while continuing to meet demanding project cost control deliverables.
• Able to create a performance culture that is designed to deliver success:
• Advanced influencing and communication skills in English language.
• Ability to work under own initiative.
• Excellent inter-personal skills and behaviours
• Ability to produce good quality written reports and summary presentations – able to communicate clarity from complexity.
• Competent with computers and IT including experience of using standard productivity software (e.g. MS Outlook, MS Word, MS Excel and MS Powerpoint)
• Able to use SAP, Maximo and Kildrummy Cost Manager software (preferred)

• Demonstrable track record of experience and accountabilities, relevant to the job description described herein, gained on similar large-scal

Desirable Skills / Qualifications:
• Degree in Science, Engineering or similar discipline (e.g. Quantity Surveying)
• Membership or Chartered Status of a recognised professional body
