The Role:
JOB DESCRIPTION:
Senior Cost Engineering; supporting Project for Assets , providing cost management for a program of small to medium size capital projects and cost control for an Engineering Services Contract.
PURPOSE:
To provide Cost Engineering & Project Controls support (principally cost management)to projects during the Concept study-Select, Front End Engineering-Define and Detailed Design – Execute, phases of a Project. With specific focus
on manpower management and procurement cost tracking.

Accountabilities:
Contribute to excellent HSE performance throughout the project life cycle.
• Support to the projects EPSC Project Services Lead,
• Comply with project standards and procedures.
• Deliver consistent and appropriate cost management for each prospect / portfolio of projects.
• Support bid evaluations and ensure proper compliance with the ITT requirements, in particular with respect to project cost and project controls systems and procedures.
• Provide support in the creation of WBS & management of the CBS, including population from the estimate.
• Manage Contractor Cost Time and Resource (CTR).
• Support the Company annual business plan, Work Programme & Budget and general estimates.
• Support the implementation of change management process for projects. Provide guidance on trend analysis and the assessment of change impacts on cost.
• Monitor the man-hour consumption and associated cost of the Contractors activities against the contractual targets such that potential deviations are identified and the appropriate corrective actions are taken.
• Monitor procurement costs, from material requirement identification to delivery on site.
• Maintain and promote accuracy in the cost forecasts in the face of commercial pressure and optimism from project teams.
• Prepare monthly project cost reports.
• Advise Project Team Leaders of variances from the plan on commitment, value of work done, changes and currency fluctuations against approved authorities for expenditure (AFEs) and be prepared to recommend corrective action to maintain the cost.
• Participate / contribute to audits of cost procedures and execution..
• Capture/apply internal and external learning’s and incorporate improvements.
• Deliver continuously improving performance, benchmarked as top tier in the industry.
• Manage Contractors commitments, Budgets, Value of Work Done and Forecasting, though detailed understanding and analysis.
• Adhere to cost recovery requirements.

Essential Skills / Qualifications:
Experience and Qualifications required - 10-15 years’ experience out of which at least 10 years in the oil and gas industry in a project controls role.
Engineering degree or equivalent Technical Qualification with relevant industry experience. Good Computer skills, including MS Office, Cost Management tools and ERP systems. The successful applicant will have a proven and professional track record in Project Controls, managing and controlling service delivery throughout the project lifecycle.

They will be working in a project team; supporting Project for Assets (PFA) portfolio of projects by managing an Engineering & Procurement Services Contractor (EPSC).
