The Company:
A major Operator is looking for a Cost Engineer for one of its project in France (French speaker)

Summary
The Cost Engineer will bring her/his expertise and experience in Cost engineering, closely with the PSCM Manager and Project Manager to answer their needs and contribute to the development of the Project cost control and forecast methodology. The Role:
The Cost Engineer, under supervision from PSCM and Project Services Manager shall be responsible for the cost estimate at each gate of project and the cost control and cost forecast.

1. Cost estimating
The Cost Breakdown Structure from Aquarius Project is composed of 3 major elements:
Outside terminal Construction, Inside terminal modifications and Operator Owner costs.
Each of those elements shall be subdivided in alignment with the Project WBS
Project Cost Estimate (DEFINE and MID EXECUTE stage) shall be set up with a bottom up approach covering the full scope of project.

The confidence range on next project stages shall be:
- Define: -15%/+ 20%
- Mid Execute: -5%/+10%
Cost contingencies issued from the Define Stage Risk analysis will be managed according to the BP UAP Management Plan.
The Cost Engineer shall work consistently with project manager in preparation of supporting documents for the FM / DSP (gate approval process) and also coordinate any external audit requests.
Cost Estimate will clearly indicate a baseline for the Project cost control, clear plan for management to act against.

2. Cost Control and Cost Forecast
The Cost Engineer shall work consistently with the PSCM Lead and PSCM Manager in order to :
- Take into account contractual terms of each contract to sort out an accurate cashflow projection
- Track any modification to the agreed project scope as defined in the relevant baseline documentation that may have an effect on the project’s Estimate at Completion (EAC) and/or any item raised which could cause a change to the EAC, but is not a Baseline Scope Change (typical examples are the expected weather downtime and non-productive time).
The Change Request Log summarizes Change Request information and provides a bridge between the Original Approved Budget and the current project Latest Estimate (forecast). This log shall be kept current and be published as part of the monthly Project Cost Report
The Cost Engineer will also be responsible for reconciling Monthly cost reports and SAP extraction on a monthly basis, interface with finance to ensure costs are reconciled with accounting and correct WBS codes are being used.
It is intended to have monthly team meeting to control actual costs / forecasts / estimates… are adequately reconciled before they are incorporated in monthly report.
He/She will ensure that the method to identify Actual, Planned and Forecasted cost is robust, that any changes made to scheduling of future work is clearly identified, monitor Actual versus Planned, track changes, recognize & investigate trends and report deviations to management.
For that purpose, She/He shall organize regular meeting reviews with internal stakeholders and/or external when required.

A routine shall be set up to ensure a monthly update of the whole Project.

Essential Skills / Qualifications:
Education: Bac + 4 level or Diploma in Engineering or Quality related qualifications
Experience: 3 to 5 years in similar jobs
Language : French : Fluent English : Fluent
Oil and Gas experience is strongly preferred
Strong cost engineering and organizing ability

Desirable Skills / Qualifications:
Senior 5-10 years of experience with 3 years confirmed on projects over 50 M$
