The Company:
Our client is the largest refinery in Europe and one of the largest refineries in the world. The site offers, next to oil processing factories, housing to chemical plants and other businesses. In short: a large and important industrial site within the area of the Port of Rotterdam

The Role:
The person we are looking for is a Cost Estimator who in this function is able to make judgment on whether cost estimates made by contracted companies are complying to the contract. As a Cost Estimator you have to make independently realistic cost calculation and / or evaluation of quotations of contractors for maintenance, turnarounds and projects. On top of that the Cost Estimator will contribute to the decrease of total costs by initiate improvements to the level of scoping, improvements of the basics of cost estimating by the stakeholders and improvements of the processes of the work in general.

Cost Estimator in this position will be primarily responsible for the Mechanical portfolio. This is a position within a team of approx 6 Cost Estimators and senior Cost Estimators. The purpose of the overall team is to fulfill this function for the largest and most important maintenance contracts operating on the sites in the area of Civil, E&I, Mechanical, Cleaning and Waste. The establishment and effective operation of this team is seen as a key enabler for Pernis/Moerdijk sites to further improve cost performance and to deliver benefits.

Accountabilities
• To make independent calculations of maintenance, turnarounds, projects and or construction activities.
• Calculates norms and standards for primarily Mechanical disciplines used as input for the calculation of unit rates and other tariffs.
• Create and maintain databases of Unit Rates in the calculation tool Cleopatra and/or CCES.
• Negotiations with contractors about quotations and unit rates.
• Random tests of the process from scoping until payment.
• Report cost savings and improvement actions.
• To give support to planners, turnaround leaders, cat-coordinators and project engineers by checking calculations and improve the use of unit rates and roll out of best practices with regards to the calculations of unit rates.
• Aiming at good and simple processes, controls, transparency in contracting out and generation of value improvements.
• Contribute to the decrease of total costs by checking the works and initiate improvements to the level of scoping and improvements of the basics of cost estimating by the stakeholders.
• Finds inefficiencies in our work processes and initiate improvements.
• Works independently to prioritize tasks and plans the activities.

Essential Skills / Qualifications:
- 5 years experience in Oil/Gas industry preferably In Maintenance
- in-depth up to date knowledge of Mechanical activities
- proven experience in cost calculation
- strong analytical skills, business control mindset and negotiation skills
- experienced user of Microsoft office applications and expert in Excel
