The Role:
Role Purpose
The Onshore Cost Engineer reports functionally to the Cost Engineering Team Lead. The Cost Engineer is accountable for providing robust Cost management and reporting for Onshore EPCC scope. A key part of this role is to provide PGMs / Delivery Managers with accurate forecast final costs and phasing to compare against FMs / budgets and to provide early warnings of potential over or under runs to help influence cost outcomes.

The Onshore Cost Engineer will work closely with the Onshore EPCC contractor to ensure accurate, detailed cost reports are issued monthly. Key part of the role is to analyse contractor cost information and use this to feed into the Central Project reporting tool and trends.

The scope includes Engineering, Procurement, and Construction, Pre Commissioning of all Greenfield / Brownfield works and Commissioning of a multiple field development. It's a $1.3Bn contract that part of a major strategic offshore and onshore Project in Egypt.

The Cost Engineer with be part of a team that manages all Contractor services, Procurement of equipment / bulks and all construction sub contractors as part of the EPCC scope.

Detailed Roles and responsibilities
* Accountable for the development of a robust Onshore Cost management system ensuring that cost reports are produced, reviewed and published in a timely manner
* Accountable for ensuring that the Central Project Cost Tool includes latest Onshore current budget, commitments, AFEs, Actuals / Accruals, AWP&B, QPF/ BPE information as agreed with Finance and Cost Engineering Team Lead
* Develop the interface with the Onshore EPCC cost team to ensure accurate, detailed cost information is obtained
* Responsible for providing regular updated cost forecasts for Onshore, recognising and incorporating the impact of trends, MoC, risks and opportunities. Consolidate Project forecasts within a 6 monthly MCE update ensuring all inputs are agreed with the PGM / Delivery Managers
* Provide regular and reliable assessments of the value of work done ensuring that accruals stand up to audit.
* Work in close collaboration with Onshore PGM / Delivery teams to ensure all cost reports and cost performance information is underpinned by robust assumptions and analysis including review contractor information.
* Develop and update Onshore budgets for both annual and total project workscopes. Provide Performance Management reports that track Onshore quarterly spend against budget. Manage UAP and ensure drawdown is approved by VP / PGMs
* Prepare Onshore AFEs and other cost control documentation as required.
* Provide ongoing commitment and expenditure tracking and control, ensuring compliance with project WBS and budgets. Review Contractor Application for Payments
* Identify and quantify actual and potential Forex impacts
* Develop Partner AWP&B, reports and variances analysis
* Provide input to Partner Cash Calls
* Establish and maintain the project cost reporting calendar. Co-ordinate with Delivery Managers to have Monthly Performance Reviews, Quarterly Performance / BPE updates, Accruals etc
* Support Close Out of a Project including contract close out, Finance system reconciliation, benchmarking, IPA and shared learning

Essential Skills / Qualifications:
Preferably a graduate in a relevant discipline
* +10 Years Cost Engineering experience on Major Oil / Gas Projects required.
* Detailed understanding of cost control processes and procedures and working with major EPCC contractors essential
* Proactive work ethic, with the ability to intervene and take the lead in resolving issues that may arise, ability to work without close supervision
