The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
Basic Skills:
• Supervise & provide support to all Cost Engineering activity.
• Provide interface and cost assurance information for onsite teams including Planning, Procurement & Supply Chain Management, Engineering and Construction.
• Support the PSM, Construction Manager and Project General Manager in Cost related matters.
• Maintain assurance of Cost Team performance against Operating Management System deliverables.
• Ensure transparent, timely and effective flow of cost information between the client and Contractors.
• In depth knowledge of the build up and assumptions used for Class 2 estimates & its allocation across the Work Breakdown Structure. Provide feedback for benchmarking
• Review Commitments in conjunction with approval limits & expected outturn costs. Alert management of potential over runs.
• Review coordination & submission of Finance and Project related forecasts. Ensure the project change process is followed and any cost impacts are captured in timely manner

RESPONSIBILITIES & OBJECTIVES

• Review all monthly cost forecasts in conjunction with other sources of information, ie planning, change management, risk and trend registers
• Supervising sign off for monthly Contractor Value Of Work Done & Valuation submissions.
• Review reconciliation of actual costs between Finance Ledger and the Cost Database. Investigate aged accruals and ensure clear lines of communication with Finance Dept.
• Co-ordinates preparation and submission of departments monthly cost report pack and other ad-hoc reporting.
• Manage all interfaces with Contractor Cost Team.
• Oversee administration of a dynamic Variation Order Register.
• Monitor drawdown of budget lines to ensure commitments and actual costs are correctly allocated and advise management of anomalies.
• Attends internal/ external management meetings in support of cost information.
• Analysis of Contractors monthly reports to facilitate cost forecasting and provide overview.
• Provide support for internal / external audits. Monitor Contractor Key Performance Indicator records.

Essential Skills / Qualifications:
• Degree Qualified or accreditation in Cost Engineering
• Membership of a professional body such as the Association of Cost Engineers.
• Onshore facilities construction experience

• 15 years’ experience in international onshore oil and gas projects.
• Demonstrated leadership of HSSE in both office and field.
• Leadership of cost engineering teams – preferably in a multicultural environment.
• Experience of major project cost control in both site and main office locations.
• Experienced in presenting to senior management, partners, governmental and other stakeholders
