The Company:
Is a major oil and gas operator

The Role:
The role of the Cost Estimating Engineer is to prepare and review estimates from design basis and drawings for USP. Knowlegde of conceptual estimating is desirable. Verify contractor estimates and validate estimates for accuracy and consistency. Knowledge of offshore estimating.

Cost Engineer is responsible for developing classified estimates at the appropriate Gates. Duties include:
+ Establish estimate basis (develop project EBM)
+ Develop Estimate Confidence Package ( ECP )
+ Use Estimating tools and able to understand P&ID’s to develop estimates
+ Develop labor rates and unit costs for estimates ( Onshore & Offshore)
+ Develop Indirect costs
+ Develop estimate, reconciliation from previous classified estimate, and expenditure profile.
+ Obtain Capital/Expense ruling
+ Coordinate with designers and construction personnel
+ Document estimate
+ Conduct estimate review(s)

If a contractor's estimate is use as a basis of the estimate, the Cost Engineer is responsible for reviewing the bases;
- estimating methodologies and the levels of detail for various estimate elements that match the degree of technical definition
- consistency check for completeness, as well as interface checks within the estimate.
- consistency with the current technical and execution bases, including cost and schedule outlook for completing the project.
- check the use of allowances (estimating, bid/quote conditioning, subcontractor conditioning, other)
- develop those project costs outside the contractor's scope of responsibility (i.e.pmt, inspection, allowances, VAT, BAR, contingency, additional indirects, etc.)

Ad-Hoc Studies/Screenings:
From time to time, the Cost Engineer is tasked to develop studies/ screening estimates to support project decision making. Cost Engineer is responsible for developing these estimates.

Essential Skills / Qualifications:
+B.S. or M.S. or Business Degree - Business, Science or Engineering
+5-10 years oil and gas experience
+Experience in Onshore and Offshore estimating methods in Oil and Gas Industry - 3-5 years
+General knowledge of construction process in Oil and gas Industry - 3-5 years
+Knowledge in use of commercial estimating software ASPIN, KBASE or other estimating software
+Strong Analytical skills
